Two types of air quality assessments were carried out within Auto-Oil II:

The ambient temperature in the soak area shall be controlled at 298 K ± 5 K. The vehicle shall be stored for not less than six hours and not more than 36 hours prior to the cold start type I test or until the engine oil temperature TOil, the coolant temperature TCoolant or the sparkplug seat/gasket temperature TSP (only for air cooled engines) equals the air temperature of the soak area.

Waste-heat heating system" means any type of device using the waste heat from the engine used for propulsion of the vehicle to increase the temperature of the interior of the vehicle, this may include water, oil or air as the transfer medium.

(9) Whereas reductions in emission limits applicable from the year 2000 corresponding to abatements of 30 % in emissions of carbon monoxide, total hydrocarbons, NOx and particulate matter have been identified by the Auto-oil programme as key measures to achieving satisfactory medium-term air quality; whereas a reduction of 30 % in exhaust smoke opacity over that measured on current engine types and complementing Council Directive 72/306/EEC(11) will contribute to the reduction of particulate matter; whereas additional reductions in emission limits applicable from 2005 of 30 % carbon monoxide, total hydrocarbons and NOx and 80 % in particulates will greatly contribute to medium-term air quality benefits; whereas these reductions will take into account the effect on emissions of new test cycles that better represent the driving patterns experienced by in-service vehicles; whereas the additional NOx limit applicable from 2008 will result in a further 43 % reduction in the emission limit for this pollutant; whereas, no later than the end of 2002, the Commission is to consider the available technology with a view to confirming the mandatory NOx standard for 2008 in a report to the European Parliament and the Council, accompanied, if necessary, by appropriate proposals;
(9) Overwegende dat de verlaging van emissienormen die van toepassing zijn vanaf het jaar 2000, namelijk vermindering van 30 % van de uitstoot van koolmonoxide, totale koolwaterstoffen, stikstofoxiden en deeltjes, in het auto-olie-programma is aangewezen als de belangrijkste maatregel om op middellange termijn een bevredigende luchtkwaliteit te bereiken; dat een vermindering van 30 % opaciteit van het uitlaatgas ten opzichte van die welke wordt gemeten op de huidige motortypen ter aanvulling van Richtlijn 72/306/EEG van de Raad(11), zal bijdragen aan de terugdringing van de deeltjesuitstoot; dat extra verlagingen van de emissienormen die van toepassing zijn vanaf 2005, namelijk een vermindering van 30 % van de uitstoot van koolmonoxide, totale koolwaterstoffen en stikstofoxiden en van 80 % van de uitstoot van deeltjes, in hoge mate zullen bijdragen tot betere luchtkwaliteit op middellange termijn; dat deze verminderingen rekening houden met het effect op emissies van nieuwe testcycli die de rijpatronen van in het verkeer zijnde voertuigen beter weergeven; dat de extra stikstofoxidenorm die vanaf 2008 van toepassing zal zijn, een extra verlaging met 43 % van de emissienorm voor deze verontreinigende stof oplevert; dat uiterlijk eind 2002 de Commissie de beschikbare technologie zal beoordelen teneinde de verplichte stikstofdioxidenorm voor 2008 te bevestigen in een verslag aan het Europees Parlement en de Raad dat indien nodig vergezeld zal gaan van passende voorstellen;
