The Galileo Supervisory Authority is being set up; the Galileo satellite system will be operational from 2010 and provide navigation signals to be combined with ground- or space-based communication. The development of a European open architecture will ensure interoperability and the flexible development of future applications for all transport modes.

Urges the European Union publicly and unequivocally to confirm its strong commitment to the Kyoto Protocol and to welcome and actively and constructively promote the continuation of the work under both the AWG-KP and AWG-LCA negotiation tracks, integrating the political guidelines of the Copenhagen Accord; calls, therefore, on the European Union to declare openly prior to Cancun that it is ready to continue with the second commitment period of the Kyoto Protocol (2013-2020) on the basis of its corresponding target, while recognising that comparable progress under both tracks is required to clear the way for an international post-2012 agreement that would meet the 2ºC objective;
5. dringt er bij de Europese Unie op aan haar sterke betrokkenheid bij het Protocol van Kyoto in het openbaar en in ondubbelzinnige bewoordingen te bevestigen en de werkzaamheden zowel in het kader van het onderhandelingstraject via de AWG-KP als via de AWG-LCA te blijven voortzetten en actief en constructief te bevorderen, en zich daarbij politiek te laten inspireren door het Akkoord van Kopenhagen; verzoekt de Europese Unie derhalve nog vóór Cancún openlijk te verklaren dat zij bereid is door te gaan met de tweede verbintenisperiode in het kader van het Kyoto-protocol (2013-2020) door vast te houden aan het daarmee overeenkomende streefcijfer, maar erkent dat op de beide trajecten evenveel vooruitgang moet worden geboekt om voor de periode na 2012 een internationaal akkoord te kunnen bereiken dat zou voldoen aan de 2°C-doelstelling;

Urges the Commission and Member States involved to press for the Fast Track Initiative to be opened to all of the 18 pre-selected countries by the end of 2003 and for the Analytical Fast Track Initiative to be opened to all other countries that could benefit from it, not merely to the five high-population countries, regardless of whether or not they have completed a Poverty Reduction Strategy Paper;
