Where Member States establish an opt-out register for such communications to legal persons, mostly business users, the provisions of Article 7 of Directive 2000/31/EC of the European Parliament and of the Council of 8 June 2000 on certain legal aspects of information society services, in particular electronic commerce, in the Internal Market (Directive on electronic commerce) are fully applicable.
Indien lidstaten een "opt-out"-register instellen voor dergelijke communicatie aan rechtspersonen, voornamelijk zakelijke gebruikers, zijn de bepalingen van artikel 7 van Richtlijn 2000/31/EG van het Europees Parlement en de Raad van 8 juni 2000 betreffende bepaalde juridische aspecten van de diensten van de informatiemaatschappij, met name de elektronische handel, in de interne markt (Richtlijn elektronische handel) volledig van toepassing.

Directive 2000/31/EC on electronic commerce stipulates that service providers which send unsolicited commercial communications by electronic mail must regularly consult and respect the opt-out registers in which natural persons not wishing to receive such commercial communications can register;
Richtlijn 2000/31/EG inzake elektronische handel bepaalt dat aanbieders van diensten die niet-gevraagde commerciële communicatie via de elektronische post aanbieden regelmatig nota moeten nemen van zgn. 2. Without prejudice to Directive 97/7/EC and Directive 97/66/EC, Member States shall take measures to ensure that service providers undertaking unsolicited commercial communications by electronic mail consult regularly and respect the opt-out registers in which natural persons not wishing to receive such commercial communications can register themselves.
