H. overwegende dat de wetenschappelijke gemeenschap als geheel van mening is dat de oorspronkelijke formulering van het MDO-model achterhaald is vanwege de moeilijkheid om op het beheer een theoretisch-mathematisch model toe te passen waarvoor gedetailleerde kennis van de dynamiek van de vispopulatie en lange reeksen gegevens over een aantal jaren nodig zijn om nauwkeurig te kunnen worden geformuleerd, dat is ontworpen voor exploitatie op basis van één enkele soort en waarbij elke fout, vergissing of onzekerheid in het model onvermijdelijk leidt tot vangsten boven MDO-niveau,
