Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). Where the Structural Funds allocations referred to in paragraph 1 are used to support technical assistance operations relating to more than one category of region, the expenditure relating to the operations may be implemented under a priority axis combining different categories of region and attributed on a pro rata basis taking into account the allocation under each category of region as a share of the total allocation to the Member State.

(14) In order to achieve the objectives of Regulation (EC) No 111/2005, the power to adopt acts in accordance with Article 290 of the Treaty on the Functioning of the European Union should be delegated to the Commission in order to lay down provisions determining cases where a licence is not required and to set out further conditions for granting licences, to establish the conditions for exemptions from the controls of certain categories of operators and of operators engaged in the export of small quantities of scheduled substances listed in Category 3, to establish the criteria to determine how the licit purposes of the transaction may be demonstrated, to determine the information that is required by the competent authorities to monitor export, import or intermediary activities of operators, to determine the countries of destination to which exports of scheduled substances of Category 2 and 3 of the Annex should be preceded by a pre-export notification, to determine simplified pre-export procedures and to establish the common criteria thereof, to determine the countries of destination to which exports of scheduled substances listed in Category 3 of the Annex should be subject to an export authorisation, to determine simplified export authorisation procedures and to establish the common criteria thereof, and to introduce additional substances into the Annex to this Regulation, as well as other amendments necessary to respond to new trends of drug precursor diversion.
(14) Teneinde de doelstellingen van Verordening (EG) nr. 111/2005 te verwezenlijken, moet aan de Commissie de bevoegdheid worden overgedragen om handelingen vast te stellen overeenkomstig artikel 290 van het Verdrag betreffende de werking van de Europese Unie teneinde bepalingen aan te nemen tot vaststelling van de gevallen waarin geen vergunning is vereist alsook van de verdere voorwaarden voor het verlenen van een vergunning, de voorwaarden vast te stellen waaronder bepaalde categorieën marktdeelnemers en marktdeelnemers die zich bezighouden met de uitvoer van geringe hoeveelheden van geregistreerde stoffen van categorie 3, van de controles zijn vrijgesteld, de criteria vast te stellen aan de hand waarvan de legale doeleinden van de transactie kunnen worden aangetoond, te bepalen welke informatie de bevoegde instanties nodig hebben om toezicht uit te oefenen op de uitvoer, invoer of intermediaire activiteiten van marktdeelnemers, te bepalen voor welke landen van bestemming een voorafgaande kennisgeving van uitvoer van geregistreerde stoffen van categorie 2 en 3 van de bijlage vereist is, vereenvoudigde procedures voor voorafgaande kennisgevingen van uitvoer alsook de gemeenschappelijke criteria daarvan vast te stellen, te bepalen voor welke landen van bestemming een uitvoervergunning moet zijn afgegeven voor de uitvoer van geregistreerde stoffen van categorie 3 van de bijlage, vereenvoudigde procedures voor het verlenen van een uitvoervergunning alsook de gemeenschappelijke criteria daarvoor vast te stellen, andere stoffen in de bijlage bij deze verordening op te nemen en andere wijzigingen aan te brengen die nodig zijn om te reageren op nieuwe ontwikkelingen op het gebied van misbruik van drugsprecursoren.

4. No amendment to the approval of a type of vehicle shall be required if the new requirements referred to in paragraph 2(c) are, from a technical point of view, irrelevant to that type of vehicle or concern categories of vehicle other than the category to which it belongs.
