2. Points out that in the 2011, 2012 and in the 2013 annual report, the Court of Auditors repeatedly inserted observations about the EEAS with regard to payments of salaries to staff, weaknesses in the management of family allowances performed on behalf of the EEAS by the PMO, the procurement of security services in Delegations and contracts for IT services;
2. wijst erop dat de Rekenkamer in de jaarverslagen voor 2011, 2012 en 2013 telkens opmerkingen heeft gemaakt over de Europese Dienst voor extern optreden met betrekking tot betalingen van salarissen aan personeelsleden, gebreken in het beheer van de gezinstoelagen, dat namens de EDEO door het PMO wordt verricht, de verschaffing van beveiligingsdiensten bij de delegaties en contracten voor IT-diensten;

Notes with concern the finding of the Court of Auditors that in 15 out of 28 audited cases, the information available in the Office for Administration and Payment of Individual entitlements (PMO) on the personal and family situation of the staff members was not up to date; recommends that the Commission follow up the recommendation of the Court of Auditors to request staff to deliver at appropriate intervals documents confirming their personal situation and that it implements a system for the timely monitoring of these documents;
288. neemt met zorg kennis van de bevinding van de Rekenkamer dat in 15 van de 28 gecontroleerde gevallen de informatie die beschikbaar is bij het Bureau voor het beheer en de afwikkeling van de individuele rechten (PMO) over de persoonlijke en gezinssituatie van de personeelsleden niet actueel was; beveelt de Commissie aan de aanbevelingen van de Rekenkamer om het personeel met passende intervallen te verzoeken documenten ter staving van hun persoonlijke situatie over te leggen, op te volgen en een systeem voor de tijdige verificatie van deze documenten ten uitvoer te leggen;

5. Takes note of the replies given to the Court of Auditors' observations and agrees with its recommendations that steps need to be taken to ensure that staff deliver at appropriate intervals documents confirming their personal situation; notes that EEAS, together with the Office for the Administration and Payment of Individual Entitlements (PMO), is planning to implement a system for the timely monitoring of those documents; in addition the EEAS should further improve the design, coordination and performance of procurement procedures through appropriate checks and better guidance;
5. neemt kennis van de antwoorden naar aanleiding van de opmerkingen van de Rekenkamer en is het eens met diens aanbeveling dat er stappen moeten worden ondernomen om ervoor te zorgen dat de personeelsleden op gezette tijden documenten verstrekken die hun persoonlijke situatie bevestigen; merkt op dat de EDEO samen met het Bureau voor het beheer en de afwikkeling van de individuele rechten (PMO) van plan is een systeem voor de tijdige controle van die documenten op te zetten; bovendien moet de EDEO de opzet, de coördinatie en de uitvoering van de aanbestedingsprocedures verder verbeteren door middel van passende verificaties en betere begeleiding;

Takes note of the EDPS's reply to the effect that because of its small size, it is assisted by the Office for the Administration and Payment of Individual Entitlements (PMO) in handling the social allowances files, that the information relating to family and dependent child allowances is updated by the PMO once a year on the basis of specific forms addressed to the staff concerned through the EDPS, and that the social allowances are kept up-to-date on the basis of the information gathered through these forms. Welcomes the EDPS's intention to improve the monitoring of information relevant to the social allowances in view of the recommendation of the Court of Auditors, and invites the EDPS to report on the action taken in its Annual Activity Report;
5. neemt kennis van het antwoord van de ETGB dat de instelling, wegens haar geringe omvang, bij de behandeling van de dossiers betreffende sociale zekerheid wordt bijgestaan door het Bureau voor het beheer en de afwikkeling van de individuele rechten (PMO), dat de informatie betreffende gezins- en kindertoelagen jaarlijks door het PMO wordt geactualiseerd op basis van specifieke formulieren die via de ETGB aan het personeel worden toegestuurd en dat de sociale uitkeringen worden bijgehouden op basis van de informatie die aan de hand van deze formulieren wordt verkregen; juicht het voornemen van de ETGB toe om in te gaan op de aanbeveling van de Rekenkamer en het toezicht op de informatie betreffende de sociale uitkeringen te verbeteren, en verzoekt de ETGB over de getroffen maatregelen verslag uit te brengen in zijn jaarlijkse activiteitenverslag;

Potential verification related improvements and innovations stemming from the contracted work will be submitted to the Policy Making Organs (PMOs) of the Preparatory Commission of the CTBTO for consideration.
