They provide the basis for positive differentiation at Community level for these regions with a view to their development and convergence with the rest of the EU. Agriculture in the outermost regions has been the subject of programmes of specific options designed to address their remoteness and insularity, dating back to 1991 and 1992 (Regulation (EEC) No 3763/91, Poseidom, Regulation (EEC) No 1600/92, Poseima, and Regulation (EEC) No 1601/92, Poseican). In June 2001 the Council approved the revision of these programmes and made a number of changes affecting many of the earlier measures. This reform was implemented through Regulations (EC) Nos 1452/2001 - Poseidom, 1453/2001- Poseima and 1454/2001- Poseican.

3. POSEICAN has been implemented since 1991 with the help of the approval by the Council or the Commission, depending on the particular case, of the necessary legal measures in the sectors in question, such as agricultural policy, infrastructures and tax and customs issues.

Regarding the revision of the agricultural regulations based on the POSEICAN programme, to which the honourable Member refers, the Commission expects to address the proposals to the Council in the autumn of 2000.

A budget heading B2-245 (Environment) has been created, in response to the European Parliament's initiative, to fund environment protection and nature conservation measures as part of the Poseidom, Poseican and Poseima programmes.
