The rapporteur calls for the Union to take immediate action under the common fisheries policy to settle the issue of industrial fishing in the Baltic Sea, bearing in mind that, from an environmental point of view, such fishing is harmful to the Baltic’s ecosystem, particularly as the Baltic Sea has been classified as a ‘particularly sensitive sea area’ (PSSA) by the International Maritime Organization’s Marine Environment Protection Committee.

Notes that the responsibility for the pollution of the Baltic Sea lies with both the Russian Federation and the Member States; stresses that protecting the marine environment with regard, in particular, to the reduction of eutrophication is one of the most important aspects to be considered in the implementation of the Union's agricultural and structural programmes in the region; notes with satisfaction that most of the Baltic Sea region has been granted the status of a Particularly Sensitive Sea Area (PSSA) by the International Maritime Organization (IMO); proposes the establishment of a network of ecologically representative and valuable off-shore and coastal protected areas;

Finally, I hope that we shall work together on tangible rules for success with the Particularly Sensitive Sea Areas (PSSA) that have been designated. The creation of the new PSSA in London was a success, but we need to specify what is meant by these.
Tenslotte hoop ik dat wij samen aan concrete regels zullen werken om vorderingen te maken met de aangewezen bijzonder gevoelige zeegebieden of PSSA-zones. Het was een succes dat in Londen de nieuwe PSSA-zones werden ingesteld, maar we hebben behoefte aan een concretisering van wat dit inhoudt.

Considers that the designation of Particularly Sensitive Sea Areas (PSSA) under the auspices of the IMO should be accompanied by clear and enforceable rules, such as more stringent compulsory reporting, identification of all operators and rerouting of high-risk vessels, differentiated according to cargo; deplores the action taken by some IMO member states to postpone any new designation of PSSA areas;

On the PSSA issue, the initiative of five delegations (Spain, France, Ireland, Portugal, United Kingdom) to submit a paper to the IMO on the creation of a PSSA along their coasts was broadly supported.
Wat het PSSA-vraagstuk betreft was er brede steun voor het initiatief van vijf delegaties (Spanje, Frankrijk, Ierland, Portugal en het Verenigd Koninkrijk) om bij de IMO een document in te dienen betreffende de instelling van PSSA langs hun kusten.

URGES the Member States that have common interests in sensitive sea areas to identify and formulate coordinated proposals for the areas to be protected as Particularly Sensitive Sea Areas by IMO. URGES the IMO to develop the use of the instrument of designating Sensitive Sea Areas (SSA) and Particularly Sensitive Sea Areas (PSSA);

The Council took note of the opinions of delegations on issues closely linked to the Prestige disaster, namely, on the one hand, at the request of the Belgian and French delegation, on the regime for civil liability and the compensation for oil pollution damages as well as, on the other hand, at the request of the French delegation, on the protection of Particularly Sensitive Sea Areas (PSSA).
