Stresses that the external priorities of the Union are not solely dependent on geographical proximity, and that the strategic efforts for cooperation and solidarity with other regions of the world must be maintained and strengthened; in this context, emphasises that the bilateral and multilateral relations between the EU and Latin America must be reinforced, especially in the light of the third EU-Latin America Summit; points to the special importance of the EU for the ACP States, particularly now that the pan-African Parliament and African peacekeeping forces are being established; points to the considerable importance of successful European stabilisation efforts in Asia;

Notes with concern, however, that the Multinational Force established by UN Security Council Resolution 1497, expected to reach 3500 troops by 4 September 2003, currently numbers only 2127 men from ECOMIL (the West African peacekeeping force in Liberia), with most of them being taken up in Monrovia, and is therefore unable to establish a meaningful presence outside the capital;
4. constateert evenwel met bezorgdheid dat de op grond van resolutie 1497 van de VN-Veiligheidsraad opgerichte multinationale vredesmacht, die op 4 september 2003 uit 3.500 personen zou moeten bestaan, thans nog maar kan rekenen op 2.127 mankrachten van ECOMIL (de West-Afrikaanse vredesmacht in Liberia), van wie de meeste in Monrovia moeten blijven, en dus niet in staat is buiten de hoofdstad significant aanwezig te zijn;

The establishment of the Eastern African Standby Military Brigade (EASBRIG) as part of the African Standby Force is a positive development in building capacities for the deployment of military peacekeeping and monitoring operations, and the EU could consider support to this initiative as well as building the capacity of the Secretariat of the AU Peace and Security Council.

Calls on the Council Presidency to address the lack of action by the European Union in Darfur; welcomes the African Union/United Nations Hybrid operation in Darfur (UNAMID), unanimously approved on 31 July 2007 by United Nations Security Council Resolution 1769 (2007) as a small step in the right direction; notes that UNAMID took over from the African Union Mission in Sudan (AMIS) on 31 December 2007, and has an initial mandate expiring on 31 July 2008; expects that the 7 000-strong AMIS, which has hitherto been responsible for peacekeeping, will merge into this new force and that all necessary measures to ensure the ability of UNAMID to fulfil its mandate will be undertaken, including periodic review of the number of peacekeepers deployed; insists, none the less, that the arrest warrants issued by the ICC in relation to Darfur must be executed as soon as possible; notes that the inadequacy of the measures to combat the humanitarian disaster in Darfur was one of the reasons behind the worsening of the political and social situation in Chad; calls for immediate measures to be taken to provide greater assistance for that country;

This decision will make it possible to continue the supplementary nutritional programme for 125 000 people living in the territory controlled by the National Patriotic Front of Liberia (NPFL), especially those in the Bong, Grand Bassa and Upper Marghibi counties bordering the territories under the control of the Nigerian-led West African peacekeeping force (ECOMOG) at Monrovia and the United Liberation Movement of Liberia (ULIMO) in the eastern part of the country (see IP(93)923).

The European Union might have a part to play and so, if necessary, might the WEU; - African preeminence in taking the political lead in conflict management must be recognized; - both preventive diplomacy and conflict resolution and peacekeeping in Africa must adhere strictly to the principles and aims set out in the United Nations Charter; - any operations must be based on the principles of consent by the parties to the conflict, neutrality and impartiality of any force employed and a single command structure; - the Member States of the European Union and the Community will institute within the Council a procedure for exchanging information on their bilateral aid in this field with the aim of improving the coordination of that aid.
