Upstream of the preparation of proposals in the strict sense, namely when the Commission opens consultations (green papers, communications, working papers, etc.) with interested parties on issues which may lead to new sensitive proposals, it will highlight any potential fundamental rights aspects in order to encourage contributions that will feed into the impact assessment.
Als de Commissie voorafgaand aan de eigenlijke voorbereiding van een voorstel belanghebbenden raadpleegt (groenboek, mededeling, document van de diensten) over kwesties die eventueel tot nieuwe gevoelige voorstellen kunnen leiden, zal zij wijzen op de mogelijke grondrechtenaspecten, zodat zij hierover bijdragen ontvangt die nuttig zijn voor de effectbeoordeling.
