improving Africa’s governance: This can be done through financial support to the African Union (AU), twinning partnerships with its institutions, and by replenishing the Peace Facility for Africa to support African peacekeeping efforts.

The comprehensive Africa strategy adopted by the European Council at the end of last year, the 'Common Position concerning conflict prevention, management and resolution in Africa' and the 'ESDP Action Plan supporting peace and security in Africa' provide the European Union with clear guidance: the commitment made in these documents to peace and security as an absolute necessity for the development of Africa logically leads to a commitment to help resolve the conflicts in Africa by strengthening African crisis management capabilities, including with funds from the 'Peace Facility for Africa' and by means of appropriate operations as part of the European security and defence policy.
De veelomvattende Afrika-strategie die eind vorig jaar door de Europese Raad is goedgekeurd, het ‘gemeenschappelijk standpunt over de preventie, beheersing en oplossing van conflicten in Afrika’, alsmede het ‘actieplan voor EVDB-steun aan vrede en veiligheid in Afrika’ geven de Europese Unie een duidelijk richtsnoer: in deze documenten wordt engagement voor vrede en veiligheid voorgesteld als een absolute noodzaak voor de ontwikkeling van Afrika, en dat leidt automatisch tot engagement voor het oplossen van conflicten in Afrika door versterking van de Afrikaanse crisismanagementcapaciteiten, onder andere met middelen uit de ‘vredesfaciliteit voor Afrika’ en door middel van adequate operaties in het kader van het Europees veiligheids- en defensiebeleid.

61. Welcomes the creation of a Peace Facility for Africa, but is concerned about the risk of such funds being used on purposes other than those for which they were intended, e.g. on military spending; invites the Commission to enter into a dialogue with the Parliament on the use of the Peace Facility for Africa within the overall development policy framework;

C. whereas the Council of the European Union decided on 17 November 2003 to allocate € 250 million from the European Development Fund to a Peace Facility for Africa which is intended to provide the African Union with the financial muscle to ensure stability and peace in Africa,
C. overwegende dat de Raad van de Europese Unie op 17 november 2003 besloot tot toewijzing van € 250 miljoen uit het Europees Ontwikkelingsfonds aan een vredesfaciliteit voor Afrika met als doel de Afrikaanse Unie het financiële vermogen te geven om stabiliteit en vrede in Afrika te waarborgen,
