An overall framework of rules for the accreditation of verifiers is necessary to ensure that the verification of operator’s or aircraft operator’s reports in the framework of the Union’s greenhouse gas emission allowance trading scheme, to be submitted in accordance with Commission Regulation (EU) No 601/2012 of 21 June 2012 on the monitoring and reporting of greenhouse gas emissions pursuant to Directive 2003/87/EC of the European Parliament and of the Council , is carried out by verifiers that possess the technical competence to perform the entrusted task in an independent and impartial manner and in conformity with the requirements and principles set out in this Regulation.

For this reason, the European Maritime Safety Agency set up by Regulation (EC) No 1406/2002 of the European Parliament and of the Council of 27 June 2002 has a key role to play in working with the Member States in developing technical solutions and providing technical assistance relating to the implementation of this Directive and in assisting the Commission in the performance of any task assigned to it for the effective implementation of this Directive.
Om deze reden moet het bij Verordening (EG) nr. 1406/2002 van het Europees Parlement en de Raad van 27 juni 2002 tot oprichting van een Europees Agentschap voor maritieme veiligheid ingestelde Europees Agentschap voor maritieme veiligheid een sleutelrol spelen bij de samenwerking met de lidstaten ter ontwikkeling van technische oplossingen en het verschaffen van technische bijstand in verband met de uitvoering van deze richtlijn en moet het de Commissie bijstaan bij de verrichting van iedere taak die haar is toevertrouwd met het oog op de doeltreffende uitvoering van deze richtlijn.
