Two complementary indicators can be envisaged: 1) index of pesticide use, weighted to take into account different types of toxicity and use patterns, 2) pesticide use, classified according to intrinsic characteristics, e.g. toxicity to non-target species, long term effects, persistence in the environment, etc

Acute effecten moeten hoofdzakelijk worden toegeschreven aan de hoge toxiciteit van bepaalde GBP's. Chronische effecten, met ook mogelijke gevolgen voor de algehele conditie van de blootgestelde bevolking, kunnen o.a. worden veroorzaakt door bioaccumulatie en persistentie van stoffen, door onomkeerbare effecten, zoals carcinogeniteit, mutageniteit and genotoxiciteit, of door nadelige uitwerkingen op het immuunsysteem of de hormoonhuishouding van zoogdieren, vissen en vogels. Er zij op gewezen dat er tot dusver geen werkzame stoffen, welke voor deze effecten in categorie I zijn ingedeeld, in bijlage I van Richtlijn 91/414/EEG zijn opgenomen (zeker niet indien dergelijke effecten verwacht worden op te treden bij milieuconcentraties en blootstellingsomstandigheden die geschat moeten worden).

EU policy is already directed towards reducing dependency on pesticides and achieving a pesticide-free future as requested in the European Citizens' Initiative "Ban glyphosate and protect people and the environment from toxic pesticides".
