To maintain Europe's technological and competitive edge and to capitalise on investments, Union level action, having regard to Article 4(3) and Article 189 TFEU, is needed in conjunction with the space research activities of the Member States and the ESA, which has managed industrial satellite development and deep space missions on an intergovernmental basis for the ESA Member States since 1975.

1. SATCEN shall support the decision making and actions of the Union in the field of the CFSP and in particular the CSDP, including European Union crisis management missions and operations, by providing, at the request of the Council or the HR, products and services resulting from the exploitation of relevant space assets and collateral data, including satellite and aerial imagery, and related services, in accordance with Article 3.

Het SATCEN ondersteunt de besluitvorming en de acties van de Unie op het gebied van het GBVB, en in het bijzonder het GVDB, met inbegrip van de crisisbeheersingsmissies en operaties van de Europese Unie, door, op verzoek van de Raad of de HV, producten en diensten aan te bieden die het resultaat zijn van de exploitatie van de betreffende ruimteactiva en van de aanverwante gegevens, satellietbeelden en luchtfoto's daaronder begrepen, alsook daarmee verband houdende diensten, overeenkomstig artikel 3.

2. Stresses the need, before deciding on new initiatives and EU budget contributions, to clarify first the EU’s level of ambition especially with regard to its strategic and geopolitical objectives; notes the fact that the communication does not define the relationship between EU space industrial policy and the Common Security and Defence Policy (CSDP); believes that EU space policy should be seen as an asset to the CSDP, providing a better synergy between civilian space means and military space means mirroring the CSDP’s own dual civilian and military role; calls on the Commission, the Member States and the VP/HR to define clearly the potential contribution of this sector to CSDP, the nature and degree of civil-military synergies, the role for such technologies in the effective deployment of humanitarian aid operations and for predicting migration flows and patterns following conflicts or natural disasters, and the relevance for CSDP missions and operations and other EU actions in the field of conflict prevention, arms control, the non-proliferation of weapons of mass destruction (WMD) technologies, counter-terrorism, migration and border control; calls on the Commission and the Member States to inform Parliament about plans to use the Copernicus programme and the public-regulated service of the Galileo programme in support of CSDP missions and operations;
2. onderstreept dat, alvorens te beslissen over nieuwe initiatieven en bijdragen uit de EU-begroting, eerst en vooral het ambitieniveau van de EU ten aanzien van haar strategische en geopolitieke doeleinden moet worden vastgesteld; constateert dat de relatie tussen het EU-industriebeleid op het gebied van de ruimtevaart en het gemeenschappelijk veiligheids- en defensiebeleid (GVDB) in de mededeling niet wordt gedefinieerd; is van oordeel dat het ruimtevaartbeleid van de EU moet worden beschouwd als een aanwinst voor het GVDB waarmee een betere synergie tussen de civiele en militaire ruimtemiddelen tot stand kan worden gebracht waarin de eigen tweeledige civiele en militaire rol van het GVDB tot uiting komt; doet een beroep op de Commissie, de lidstaten en de vicevoorzitter/hoge vertegenwoordiger om de potentiële bijdrage van deze sector aan het GVDB, de aard en omvang van de civiel-militaire synergieën, de rol van dergelijke technologieën voor de doeltreffende inzet bij humanitaire hulpoperaties en de voorspelling van migratiestromen en -patronen aan de hand van conflicten of natuurrampen, en de relevantie voor GVDB-missies en -operaties en andere EU-acties op het gebied van conflictpreventie, wapenbeheersing, non-proliferatie van technologieën inzake massavernietigingswapens, terrorismebestrijding, migratie- en grenscontrole duidelijk af te bakenen; verzoekt de Commissie en de lidstaten om het Parlement te informeren over plannen om het Copernicus-programma en de publiek gereguleerde dienst van het Galileo-programma te gebruiken voor de ondersteuning van GVDB-missies en -operaties;

31. Requests that the European Council reconfirm the importance of space, which underpins the strategic autonomy of the EU and its Member States and the potential to gain autonomous access to space by developing launchers and satellites; reiterates the importance of gathering precise intelligence for both civil and military CSDP missions and operations; emphasises in particular the role of space-based assets in the field of conflict prevention and crisis management before, during and after a crisis; invites the Commission to develop a specific policy to support the development of multiple-use space assets;
31. verzoekt de Europese Raad opnieuw het belang van de ruimtevaart te bevestigen, die het fundament vormt voor de strategische autonomie van de EU en de lidstaten en het potentieel om een autonome toegang tot de ruimte te krijgen door lanceersystemen en satellieten te ontwikkelen; herhaalt dat het zowel voor civiele als militaire GVDB-missies en operaties belangrijk is precieze inlichtingen te vergaren; benadrukt in het bijzonder de rol van ruimtegebaseerde middelen voor conflictpreventie en crisisbeheersing voor, tijdens en na een crisis; verzoekt de Commissie een specifiek beleid te ontwikkelen om de ontwikkeling van multifunctionele ruimtemiddelen te ondersteunen;

97. Calls on the Council and the Commission, in this context, to explore the possibility of an EU financial contribution to fund future space imaging satellite programmes so as to allow the Union’s political-military bodies and the EEAS to ‘task’ satellites and obtain, upon request and according to their own needs, satellite images of regions in crisis or regions in which a CSDP mission is to be deployed;
97. verzoekt met het oog hierop de Raad en de Commissie na te gaan of financiële participatie van de EU in toekomstige programma's voor ruimteopnames per satelliet mogelijk is, zodat de politiek-militaire organen van de EU en de EDEO satellieten kunnen „tasken” en op verzoek en naar gelang van hun eigen behoeften kunnen beschikken over satellietopnames van crisisgebieden of van gebieden waar een GVDB-missie zal worden uitgevoerd;

12. Considers that if the technologically neutral approach based on competition between operators set out in the eEurope 2005 action plan is adopted, satellite technologies may constitute an appropriate solution for rural and outlying regions as part of an initiative covering the enlarged European Union; endorses the proposal to examine this issue at the forum on the digital divide which the Commission plans to hold in early 2004, and to encourage the launch of pilot projects to consider the various technological options, including space-based ones; considers that precise details should be given on how the Commission intends to allocate resources for the Structural Funds for this purpose;
12. is van mening dat, wanneer de aanpak technologisch neutraal is en de mededinging tussen de exploitanten strookt met de bepalingen van het plan eEuropa 2005, satelliettechnologie een geschikte oplossing kan vormen voor rurale en perifere gebieden, in het kader van een initiatief dat betrekking heeft op de uitgebreide Unie; stemt in met het voorstel deze kwestie te bespreken op het forum over de digitale kloof dat de Commissie plant voor begin 2004 en het opstarten aan te moedigen van pilootprojecten waarin met de diverse technologische opties, ruimtevaarttechnische inbegrepen, rekening wordt gehouden; is van mening dat moet worden gepreciseerd hoe de Commissie van plan is met het oog hierop het geld uit de Structuurfondsen toe te wijzen;
