TRADUCTIONS EN CONTEXTE

The plan will orientate and optimise Community financial mechanisms, re-direct effort within the policies concerned and tackle the obstacles to biomass deployment for energy purposes.

The Action Plan has been developed in consultation with all the stakeholders concerned, notably industry and the financial community and takes into account the recommendations of 5 expert groups on ways to improve the effectiveness of public financing mechanisms (including risk capital) for research.

9. Considers it to be of paramount importance to be able to use the Structural Funds, the Cohesion Fund and other financial and leverage instruments to finance energy efficiency and renewable energy use, in particular in the housing sector; calls on the Commission and the Member States, therefore, to establish innovative financial mechanisms and to facilitate the use of the aforementioned funds to finance projects in the field of energy-efficient buildings, energy generation and transportation, at local and regional level, by offering incentives, grants and loans, and calls on the Commission and the Member States to disseminate clear, easily accessible information on the financial instruments, incentives, grants and loans available to support energy efficiency service projects; stresses that, in order to improve the energy efficiency of new and existing residential buildings and increase the use of renewable energy sources, the measures planned under the Structural Funds should also appear in the Member States’ regional operational programmes, thereby ensuring that the final decisions are taken at regional level;
9. is van mening dat het van het grootste belang is dat de Structuurfondsen, het Cohesiefonds en andere financiële en hefboominstrumenten kunnen worden gebruikt voor de financiering van energie-efficiëntie en het gebruik van hernieuwbare energie, met name in de woningbouwsector; dringt er derhalve bij de Commissie en de lidstaten op aan om innovatieve financiële mechanismen in het leven te roepen en het gebruik van bovengenoemde fondsen te vergemakkelijken ten behoeve van de financiering van projecten op het gebied van energie-efficiënte gebouwen en de opwekking en het vervoer van energie, op lokaal en regionaal niveau, door stimulansen, beurzen en leningen te bieden; verzoekt de Commissie en de lidstaten tevens duidelijke, gemakkelijk toegankelijke informatie te verspreiden over de financiële instrumenten, stimulansen, beurzen en leningen die beschikbaar zijn om energie-efficiëntieprojecten te ondersteunen; onderstreept dat de in het kader van de Structuurfondsen geplande maatregelen voor de verbetering van de energie-efficiëntie van nieuwe of bestaande woningen en een grootschaliger gebruik van hernieuwbare energie tevens moeten worden opgenomen in de regionale operationele programma's van de lidstaten, om er zo voor te zorgen dat de definitieve beslissingen op regionaal niveau worden genomen;

Due to the temporary nature of that increase and in order to maintain the original co-financing rates as the reference point for calculation of the temporarily increased amounts, the changes resulting from application of the mechanism should not be reflected in the financial plan included in the operational programme.

For the future, the Commission suggests that discussions cover, amongst other things, the recognition of common reference levels, the formation of a high-level group for safety and management of radioactive waste, the introduction of national radioactive waste management plans, harmonisation of strategies on decommissioning funds, and the creation of a harmonised system of liability and financial mechanisms in the event of damage caused by a nuclear accident.
Voor de toekomst stelt de Commissie voor de discussies onder meer te richten op de erkenning van gemeenschappelijke referentieniveaus, de oprichting van een werkgroep op hoog niveau inzake nucleaire veiligheid en het beheer van radioactieve afvalstoffen, de daadwerkelijke invoering van nationale plannen voor het beheer van radioactieve afvalstoffen, de harmonisatie van de nationale benaderingen voor het beheer van de ontmantelingsfondsen en de uitwerking van een geharmoniseerde aansprakelijkheidsregeling en van mechanismen om de beschikbaarheid van fondsen te waarborgen voor het geval van schade door een nucleair ongeval.

28. Calls on the Commission to present a plan to restore, over the period 2010 to 2013, the financial means that were reallocated from the Instrument for Stability to the Food Facility, in order to ensure that the Union has the full financial means available, under heading 4 of the budget, to fulfil its role on the international stage as expected by the citizens of Europe; calls on the Commission to present a plan for the mobilisation of financial resources for any external emergency assistance facilities or mechanisms that are created outside the Instrument for Stability in a way that would avoid drawing on the funds foreseen for the Instrument for Stability;
28. verzoekt de Commissie een plan in te dienen om de financiële middelen die van het Stabiliteitsinstrument naar de Voedselfaciliteit zijn overgeheveld, in de loop van de periode 2010-2013 opnieuw op te nemen, zodat de Unie in rubriek 4 van de begroting over alle nodige financiële middelen beschikt om haar rol als mondiale partner te vervullen zoals de burgers van Europa verwachten; verzoekt de Commissie in dit verband een plan in te dienen om financiële middelen uit te trekken voor eventuele faciliteiten of mechanismen voor buitenlandse noodhulp die buiten het Stabiliteitsinstrument worden opgezet, zodat niet hoeft te worden geput uit de middelen die voor het Stabiliteitsinstrument zijn uitgetrokken;
