(14) With respect to recharging points for electric vehicles which are not publicly accessible, Member States should ensure, by means of intelligent control systems, that such recharging points contribute to the stability of the electricity system and are economically efficient, using existing solutions and possible synergies with intelligent meter roll-out plans following the obligation under point 2 of Annex I to Directive 2009/72/EC of the European Parliament and of the Council.

2. With the exception of off-road vehicles as defined in points 4.2 and 4.3 of Section A of Annex II to Directive 2007/46/EC, the following vehicles shall be equipped with an electronic stability control system meeting the requirements of this Regulation and its implementing measures:

4. The Commission shall examine the management and control systems in cooperation with the Member States and point out any shortcomings as regards the transparency of checks on the operation of the Fund and the performance of the Commission's duties under Article 274 of the EC Treaty.

In samenwerking met de lidstaat onderzoekt de Commissie de beheers- en controlesystemen en geeft aan op welke wijze deze eventueel een belemmering vormen voor de doorzichtigheid van de controles van de werking van het Fonds en voor de vervulling door de Commissie van haar verantwoordelijkheden ingevolge artikel 274 van het EG-Verdrag.
