The Broad Economic Policy Guidelines 2000 recommend the pursuit of policy measures to foster the development of a knowledge-driven economy in Europe, notably through the provision of adequate framework conditions, increasing the involvement of the private sector, promoting RD partnerships and high-tech start-ups, and improving the functioning of risk capital markets.
In de globale richtsnoeren voor het economisch beleid voor het jaar 2000 wordt aanbevolen verder beleidsmaatregelen te nemen om de ontwikkeling van een kenniseconomie in Europa te bevorderen, met name door passende kadervoorwaarden te creëren, de betrokkenheid van de particuliere sector te vergroten, OO-partnerschappen en de oprichting van hightechbedrijven te stimuleren en de werking van de risicokapitaalmarkten te verbeteren.

(3) Het beleid van de Gemeenschap op het gebied van de ontwikkelingssamenwerking dient overeenkomstig artikel 177 van het Verdrag, bevorderlijk te zijn voor de duurzame economische en sociale ontwikkeling van ontwikkelingslanden, de harmonieuze geleidelijke integratie ervan in de wereldeconomie en de bestrijding van de armoede in deze landen.
