Welcomes the conclusion of the negotiations on the partnership and cooperation agreement between the EU and the Republic of Iraq, which establishes contractual relations between the two parties for the first time; welcomes the establishment by the partnership and cooperation agreement of a Cooperation Council, a Cooperation Committee and a Parliamentary Cooperation Committee and expects such fora to provide fresh impetus for the Union’s political involvement in Iraq at the highest level, in the form of regular political talks and the development of economic relations with the Iraqi authorities at the most senior level;

Notes that the existing EU Civil Protection Mechanism, as defined in Council Decision 2007/779/EC, is currently the appropriate instrument to deal with CBRN disasters, and stresses that this structure should be the forum where emergency decisions concerning CBRN disaster preparedness and response should be taken; notes, however, that in order to achieve this goal and to ensure proper prevention and detection, cooperation must be established with civil protection bodies, with the intelligence and law-enforcement authorities, as well as with security-service, military information and response centres in each of the Member States and at EU level, such as the Civilian Planning and Conduct Capability (CPCC) of the Political and Security Committee (PSC) and the Joint Situation Centre (SitCen); recalls, further, the role of the Standing Committee on Operational Cooperation on Internal Security (COSI), which is tasked with facilitating, promoting and strengthening operational cooperation among the relevant national authorities of the Member States in the field of internal security;

Uzbekistan has also shown itself open to discussing with the Commission ways to further enhance Community assistance in supporting the reform of its political institutions, such as the parliament, and the reform of the judiciary, all of which we will discuss further in the Cooperation Committee. The fact that the EU’s restrictive measures remain in place clearly signals both to the Uzbeks and the broader public our concerns about the situation in Uzbekistan.

2.1.3. There has also been an institutionalisation of parliamentary political cooperation between the EU and MERCOSUR and Chile via declarations formalising cooperation between the EP and the joint parliamentary committee of MERCOSUR on the one hand, and the Chilean Congress on the other.
