Key actions Member States should: Continue the deployment of renewable energy sources in order to achieve the 2020 target in the context of a market-based approach; Initiate the Europeanization of renewable energy support systems through improved coordination of national support schemes; Accelerate fuel switch in the heating sector to renewable heating technologies; Ensure stable national regulatory frameworks for renewables and address administrative barriers; Facilitate access to finance for renewable projects on all levels (large and small scale) through a concerted initiative by the European Investment Bank and national investment banks, where relevant making use of the support provided by the ESI Funds; Exploit, where this option is chosen, hydrocarbons and clean coal taking into account the decarbonisation priorities; Stream-line national administrative procedures for hydrocarbon projects, including by carrying out Strategic Impact Assessments and setting up one-stop-shop for granting permitting procedures, in accordance with the Commission's guidance documents on Streamlining environmental assessment procedures for energy infrastructure and Projects of Common interest and on EIAs for large-scale trans-boundary projects [25]; Assess the potential of unconventional hydrocarbons taking full account of Recommendation 2014/70/EU in order to ensure that the highest environmental standards are implemented; Support demonstration projects for carbon capture and storage, particularly those co-financed by the NER 300 Programme and the European Energy Programme for Recovery, such as the ROAD project.

Pursuant to Article 10(a) of the LIFE Regulation, the project topics corresponding to this priority area and the related thematic priorities listed in Annex III to the LIFE Regulation, shall pursue the specific objective ‘to develop, test and demonstrate policy or management approaches, best practices and solutions, including development and demonstration of innovative technologies, to environmental challenges, suitable for being replicated, transferred or mainstreamed, including with respect to the link between the environment and health, and in support of resource efficiency-related policy and legislation, including the Roadmap to a Resource Efficient Europe’.
Op grond van artikel 10, onder a), van de Life-verordening moeten de met dit prioritaire gebied overeenkomende projectthema’s en de aanverwante thematische prioriteiten in bijlage III bij de Life-verordening de volgende specifieke doelstelling nastreven: „het ontwikkelen, testen en demonstreren van beleids- of beheerbenaderingen, beste praktijken en oplossingen, met inbegrip van de ontwikkeling en demonstratie van innovatieve technologieën, voor milieu-uitdagingen die geschikt zijn voor herhaling, overdracht of mainstreaming, ook met betrekking tot de koppeling tussen milieu en gezondheid en ter ondersteuning van beleid en wetgeving inzake efficiënt hulpbronnengebruik, met inbegrip van het Stappenplan voor efficiënt hulpbronnengebruik in Europa”.

11. Calls on the EIB to consider with adequate priority those projects that will realistically enhance the viability of sustainable low carbon technology demonstration (e.g. the development of smart grids and mini hydro facilities);

In addition to these priority projects, we will have to cofinance the rest of the network, in particular such technology projects as the European Rail Traffic Management System (ERTMS) or the Sesame air traffic control initiative.

Sustainable and innovative tourism practices are already highlighted as priority criteria in the different objectives of the various European financial instruments – in particular the Cohesion Policy funds (the European Regional Development Fund and the European Social Fund), the European Agricultural Fund for Rural Development, the European Fisheries Fund, the 7th EC Framework Programme for Research, Technological Development and Demonstration activities (where the key priority on climate change includes impacts on tourism) – and in the ‘Leonardo da Vinci’ programme, through the introduction of a specific measure for apprentices and young persons in vocational training and a project currently underway, analysing and developing qualifications in the sector.
Duurzame en innovatieve benaderingen worden reeds nadrukkelijk als prioriteitscriteria genoemd in de verschillende doelstellingen van de diverse Europese financiële instrumenten: met name betreft het hier de fondsen in het kader van het cohesiebeleid (het Europees Fonds voor Regionale Ontwikkeling, het Europees Sociaal Fond)s, het Europees Landbouwfonds voor plattelandsontwikkeling, het Europees Visserijfonds, het zevende kaderprogramma van de Europese Gemeenschap voor activiteiten op het gebied van onderzoek, technologische ontwikkeling en demonstratie (het effect op het toerisme valt onder de prioriteit klimaatverandering). These themes are also educational priorities for European-scale technological demonstration projects, intended not only to prepare the infrastructure (emerging technologies, mobile systems) but also to develop services and content relevant to teachers, trainers, students, workers and, more generally, the European public as a whole in the knowledge society.
