Deplores the rejection of Kosovo’s application for UNESCO membership, due also to active obstruction by Serbia – contradicting its commitment to developing good‑neighbourly relations – but also due to a lack of unanimity among member states; welcomes the adoption of the law protecting the historical heritage of Prizren and calls for its full implementation, but points out, nonetheless, the threats posed to the city’s heritage by widespread illegal building; welcomes the fact that several Serb religious and cultural heritage sites regrettably destroyed in 2004 have been renovated, such as the Orthodox cathedral, and calls for continuing renovation of Serbian religious and cultural heritage; calls, in this connection, on the interested parties, including the Kosovo authorities, the Serbian Government, the Serbian community in Kosovo and the Serbian Orthodox Church, to find a system for the promotion, protection and conservation of Kosovo’s cultural and religious heritage, which should be treated as common European heritage; welcomes the fact that the Kosovo constitution enshrines Kosovo’s commitment to the preservation and protection of its cultural and religious heritage, and calls for further efforts to protect the rights of all religious minorities; underlines the fact that joining international and regional organisations and mechanisms should be a priority for Kosovo; recalls, in this context, the importance of complying with the agreement reached on regional cooperation; believes that the establishment of the Regional Youth Cooperation Office of the Western Balkans (in the framework of the Berlin Process), which is being actively promoted by many, will bring positive results, in particular as regards relations between the young people of Serbia and Kosovo;

Condemns the continued violations of the right to freedom of religion or belief in the region and reiterates the importance the EU gives to this issue; restates once again that freedom of thought, conscience and religion is a fundamental human right; stresses, therefore, the need to effectively combat all forms of discrimination against religious minorities; calls on the governments of the MENA countries to defend religious pluralism; calls on the European Union to step up its efforts in advocating for active protection of religious minorities and providing safe havens; welcomes the adoption during the 2013 reporting year of the EU Guidelines on the Promotion and Protection of Freedom of Religion or Belief, and calls on the EU institutions and the Member States to pay particular attention to the implementation of these guidelines, both in international and regional forums and in bilateral relations with third countries; encourages the VP/HR and the EEAS to engage in a permanent dialogue with NGOs, religious or belief groups and religious leaders;

In my opinion, this issue goes hand in hand with the need to promote social integration and support the activities of the inhabitants in the countries of that region. Dialogue, the promotion of multicultural and religious tolerance, as well as educational projects, may pave the way for a peaceful solution to the conflicts in which those countries are currently involved.
Volgens mij is dit onlosmakelijk verbonden met de noodzaak om maatschappelijke integratie te bevorderen en de activiteiten van de inwoners van de Middellandse Zeelanden te steunen. Dialoog, bevordering van multiculturele en religieuze verdraagzaamheid maar ook onderwijsprojecten kunnen de weg vrijmaken naar een vreedzame oplossing van de conflicten waarin de landen van deze regio momenteel verwikkeld zijn.
