This derogation runs against two provisions of the framework directive which provide for (a) health and safety representatives to have access to the risk assessment and -therefore jeopardising the overall objective of developing worker participation in health and safety protection and (b) that the documentation prescribed by the directive has to be established in all areas where there are particular hazards at the workplace, and that rules concerning the protection against accidents stipulate certain reporting and documenting requirements.

(7c) Council Regulation (EC) No 2826/2000 of 19 December 2000 on information and promotion actions for agriculture products on the internal market provides for the possibility of an EU-wide information campaign on the health and safety, quality and labelling aspects of European beef to be funded entirely or in part from the Community's agricultural promotion budget, such a campaign should be established and commence when all provisions for identification and control of the disease are in place and functioning properly throughout the Community.
(7 quater) Verordening (EG) nr. 2826/2000 van de Raad van 19 december 2000 betreffende voorlichtings- en afzetbevorderingsacties voor landbouwproducten op de binnenmarkt voorziet in de mogelijkheid van een voorlichtingscampagne op communautaire schaal over gezondheid en veiligheid, kwaliteit en etikettering van Europees rundvlees, die geheel of ten dele uit het budget van de Gemeenschap ter bevordering van de afzet van landbouwproducten dient te worden gefinancierd, en moet worden opgezet en gestart zodra in de gehele Gemeenschap de nodige maatregelen voor de opsporing en bestrijding van de ziekte zijn getroffen en effectief van kracht zijn.

The Directive places a number of obligations on employers: a general duty to prevent and protect against explosions, the duty to produce and maintain an "explosion protection document" (a health and safety plan for explosion protection measures providing detailed information about the steps taken), a duty to classify places where explosive atmospheres may occur into zones (based on the nature of such an atmosphere, the frequency and duration of its occurrence and an assessment of the anticipated effects).

many Community policies have a potential positive or negative impact on health, which is mediated by a number of health determinants; an improved knowledge-base on health determinants and analysis of effect relationships would significantly increase the possibility of informed policy making and policy coherence and the development of policies that enhance social cohesion and social capital and improve health and safety and so contribute to higher productivity and economic growth in the EU; the main health determinants influenced by Community policies should be identified, and monitored and their trends regularly reported; the health impacts of the most critical policies with regard to health should also be systematically evaluated and the results broadly disseminated using available measures, including the Research Framework Programme; health determinant related objectives should be included in Community policies across sectors, bearing the impact on the overall economy in mind; this concerns particularly economic, employment, cohesion and competitiveness policies and the health and safety at work; many policies with overlapping health objectives would benefit from intersectoral collaboration with common objectives; this particularly concerns employment, social and health policies in the improvement of health and safety of work; and environmental and transport policies in the development of healthy and sustainable solutions for supporting environment and urban planning; population’s health status can be improved by reducing health inequalities, most effectively achieved by broad intersectoral action; improved health status of the population has positive repercussions for overall social development and the economy, and for health expenditure; broad action across policy sectors complements the more specific tasks carried out by the health sector; public health and health care institutions and health professionals should act as advocates and experts for in ...
