Where the authorities of a Member State in which a public document or its certified copy is presented have a reasonable doubt as to the authenticity of those documents, they should have the possibility of checking the models of documents available in the repository of IMI and, if a doubt remains, to submit requests for information through IMI to the relevant authorities of the Member State where those documents were issued, either by sending the request directly to the authority that issued the public document or made the certified copy, or by contacting the central authority of that Member State.

Regrets that it is still difficult for citizens to gain access to information held by EU institutions, the reason being that there is no common approach among the institutions geared to facilitate access to documents for citizens and based on complete transparency, communication and direct democracy; urges the EU institutions, bodies, offices and agencies to develop further a more proactive approach on transparency by proactively disclosing as many of their documents as possible, in the most simple, user-friendly and accessible way, by having documents translated upon request into other EU official languages, and by establishing proper, simple and inexpensive information access arrangements, including by digital and electronic means, allowing for the needs of people with disabilities; considers, in particular, that the accessibility of information should be improved on by means of easy-to-use interfaces and search systems; calls for the development of a common access point to the portals of the three institutions, building on the pilot project for the online platform for the proactive publication of EU institutions documents, and for harmonising search portals between departments of the same institution (including Directorates-General in the Commission); calls, as well, on the institutions to continue and strengthen the work of expanding knowledge of EU legislation and policies; believes that, to that end, the EU should make full use of the potential offered by new technologies (social networks, smartphone applications, etc.) in order to ensure complete and easy access to information.

9. Calls on the institutions, bodies and agencies to implement fully Article 11 of Regulation (EC) No 1049/2001, and to put in place public document registers with clear and accessible structures, good search functionality, regularly updated information on new documents produced and registered, inclusion of references to non-public documents and, to assist public users, guidance on the types of documents held in a given registry;
9. vraagt dat de instellingen, organen en agentschappen artikel 11 van Verordening (EG) nr. 1049/2001 volledig toepassen en openbare documentenregisters met duidelijke en toegankelijke structuren, een goede zoekfunctionaliteit, regelmatig bijgewerkte informatie over nieuwe geproduceerde en geregistreerde documenten, verwijzingen naar niet-openbare documenten en, om publieke gebruikers bij te staan, gebruikersondersteuning met betrekking tot het type documenten dat het register bevat, opzetten;

16. Calls on the Council to review its rules and increase transparency as regards legislative procedures of the working groups and internal Council bodies by providing at least the calendars, agendas, minutes of the discussions, documents examined, amendments, the documents and decisions approved, the identity of the Member States' delegations and lists of members, without prejudice to the possibility of the use of exemptions listed in Article 4(1) of Regulation (EC) No 1049/2001 as regard the publication of such lists; calls on the Council to make the decisions of such bodies accessible to the public; opposes the use of ‘limited’ documents (a term not deriving from Regulation (EC) No 1049/2001) as well as the practice of unregistered documents, such as room documents;
16. dringt er bij de Raad op aan zijn regels te herzien en meer transparantie te betrachten met betrekking tot de wetgevingsprocedures in zijn werkgroepen en interne organen door ten minste de roosters, agenda's, notulen van de beraadslagingen, behandelde documenten, amendementen, goedgekeurde documenten en besluiten en ledenlijsten bekend te maken en de delegaties der lidstaten bij naam te noemen, met dien verstande dat de mogelijkheid van inroeping van de uitzonderingsgronden van artikel 4, lid 1, van Verordening (EG) nr. 1049/2001 ten aanzien van de publicatie van die lijsten gehandhaafd blijft; verzoekt de Raad de besluiten van die organen voor het publiek toegankelijk te maken; is gekant tegen het gebruik van documenten met beperkte inzage („limited”), een term die in Verordening (EG) nr. 1049/2001 niet voorkomt, alsook van niet-geregistreerde documenten, zoals vergaderdocumenten;

29. Emphasises that trialogues and the conciliation procedures (as explicitly listed in Article 294 TFEU) are a substantial phase of the legislative procedure, and not a separate ‘space to think’; believes especially that the current procedures as regards trilogues prior to a possible first reading agreement fail to ensure a satisfactory level of legislative transparency and access to documents both internally, to the Parliament, and externally in relation to citizens and public opinion; requests, therefore, that documents created in their framework, such as agendas, summaries of outcomes and the ‘four column’ documents drawn up for facilitating negotiations, should not in principle be treated differently from other legislative documents, and that they should be made public as regards trialogues prior to a possible first reading agreement; consequently instructs its competent bodies to standardise this procedure, and calls on other institutions to do the same;
29. beklemtoont dat trialogen en bemiddelingen (zoals expliciet opgesomd in artikel 294 VWEU) een wezenlijk stadium van de wetgevingsprocedure vormen en geen afzonderlijke „ruimte om na te denken”; is met name van mening dat de huidige procedures voor de trialoog voorafgaand aan een eventuele eerste lezing niet voor voldoende transparantie en toegang tot documenten zorgen, noch intern voor het Parlement, noch extern voor de burgers en de publieke opinie; verlangt derhalve dat de documenten die daarbij worden opgesteld, zoals agenda's, overzichten van resultaten, en de in vier kolommen opgemaakte werkdocumenten die dienstig voor de onderhandelingen zijn, in beginsel niet anders mogen worden behandeld dan andere wetgevingsdocumenten en dat ze bij een trialoog voorafgaand aan een eventuele eerste lezing openbaar moeten zijn; draagt zijn bevoegde organen derhalve op deze procedure te standaardiseren en dringt er bij de andere instellingen op aan dit eveneens te doen;

35. Stresses that documents relating to international agreements, including documents adopted by, or submitted to, any bodies which have the task of implementing or monitoring the application of such agreements, should be disclosed to the public, as they are not categorically excluded from public access, and that access to them should be refused only when there is real harm to international relations, and taking into account Article 4(4) of Regulation (EC) No 1049/2001 on consultations with a third party; emphasises that since international agreements have binding effects, a public interest test should be introduced with regard to the exception; points out that Parliament, which is elected by the EU's citizens, is entrusted by the Treaties with an institutional role in representing the public interest; expresses its firm determination to make sure that the new institutional prerogatives assigned to Parliament by the Lisbon Treaty (Article 218 TFEU) in the field of international agreements are fully respected, and that no bilateral agreements with third countries may prohibit this;

(23)In accordance with Article 255(3) of the EC Treaty, each institution lays down specific provisions regarding access to its documents in its rules of procedure, Council Decision 93/731/EC of 20 December 1993 on public access to Council documents Commission Decision 94/90/ECSC, EC, Euratom of 8 February 1994 on public access to Commission documents, European Parliament Decision 97/632/EC, ECSC, Euratom of 10 July 1997 on public access to European Parliament documents, and the rules on confidentiality of Schengen documents should therefore, if necessary, be modified or be repealed.
23. Ingevolge artikel 255, lid 3, van het EG-Verdrag neemt elke instelling in haar eigen reglement van orde specifieke bepalingen betreffende de toegang tot haar documenten op., Besluit 93/731/EG van de Raad van 20 december 1993 betreffende toegang van het publiek tot documenten van de Raad [24] , Besluit 94/90/EGKS, EG, Euratom van de Commissie van 8 februari 1994 inzake de toegang tot documenten van de Commissie[25], Besluit 97/632/EG, EGKS, Euratom van het Europees Parlement van 10 juli 1997 inzake de toegang van het publiek tot de documenten van het Europees Parlement[26](5) en de regels inzake de vertrouwelijkheid van documenten in verband met Schengen dienen daarom zo nodig te worden gewijzigd of ingetrokken,
