I congratulate the Agency on its work in disseminating prevention methods in the field of health and safety at work in the EU. I nevertheless regret the fact that it does not communicate sufficiently with the social authorities of the Member States, which are specialised in health and safety at work.

This draft regulation is an essential contribution to the compilation and evaluation of Community data concerning health and to the production of meaningful statistics on public health and health and safety at work. It covers key aspects such as data protection and financing, and its objectives are consistent and linked to various Community endeavours in the field of health and social issues.
Het onderhavige voorstel voor een verordening is een absoluut noodzakelijke bijdrage voor een communautaire vergaring en toepassing van gezondheidsgerelateerde gegevens en voor de indiening van expliciete statistieken over volksgezondheid en over gezondheidsbescherming en veiligheid op de arbeidsplaats. The statistical requirements to which Community action in the field of public health, national strategies for the development of high-quality, accessible and sustainable health care and Community strategy on health and safety at work give rise, as well as requirements arising in connection with structural indicators, sustainable development indicators and ECHI and other sets of indicators which it is necessary to develop for the purpose of monitoring Community and national political actions and strategies in the areas of public health and health and safety at work, constitute a substantial public interest.

(8) In order to ensure relevance and comparability of the data and avoid duplication of work, the statistical activities of Eurostat in the area of public health and health and safety at work need to be carried out in cooperation with the United Nations and its special organisations, such as the World Health Organisation (WHO) and the International Labour Organisation (ILO), as well as the Organisation for Economic Cooperation and Development (OECD), when relevant and possible.

There is also a need to continuously monitor health and safety directives, and the effect of these directives on the health and safety strategy within the Member States. In this regard, the European Agency for Health and Safety at Work and the European Foundation for the Improvement of Living and Working Conditions have an important role to play.

The Commission Communication on ‘Adapting to change in work and society: a new Community strategy on health and safety at work 2002 to 2006’ of 11 March 2002 highlights the important role to be played by the European Agency for Safety and Health at Work, hereinafter ‘the Agency’, in the promotion, awareness-raising and anticipation activities needed to achieve the objectives set out therein.

The European Parliament Resolution of 23 October 2002 on the Commission Communication: ‘Adapting to change in work and society: a new Community strategy on health and safety at work 2002 to 2006’ also supports the leading role given to the Agency as the key player in non-legislative health and safety activities at Community level and hopes that the European Foundation for the Improvement of Living and Working Conditions and the Agency will continue to improve their cooperation in line with their respective roles in this policy area.
