2. This Directive shall not apply to public contracts and design contests which the contracting authority awards or organises in accordance with procurement rules provided by an international organisation or international financing institution, where the public contracts and design contests concerned are fully financed by that organisation or institution; in the case of public contracts and design contests co-financed for the most part by an international organisation or international financing institution the parties shall agree on applicable procurement procedures.

13. Proposes that, in the sphere of housing, architectural and other environmental considerations and measures must be taken into account in order to hasten a positive shift from ‘design for special needs’ to ‘integral and inclusive design for all citizens’; notes at the same time, however, that the objective of ensuring unimpeded access and the adjustments necessary to achieve this should not be of an architectural nature alone, and that universal design intended in particular to cater for the basic daily needs of women with disabilities should be a firm objective and a reality; stresses the need to guarantee women with disabilities joint or individual access to social housing schemes and to provide them with grants for the removal of obstacles to their mobility within the home, a facility which should also be extended to those living in rented accommodation; reiterates, therefore, the importance of ensuring that people with disabilities have greater access to decent living conditions, whether this be in terms of housing, mobility, access to public and social services, or participation in public life;

To enhance the role of design in innovation, the European Design Leadership Board has developed a set of proposals including: better access for companies to design; the promotion of design-led innovation for manufacturing systems; the promotion of design competencies; raising the profile of design in the EU research and innovation system; the wider application of design in the public sector; and the differentiation of European design at a global level.

26. Proposes that both Member States and the Commission request from projects, activities and organisations that receive public funding involving the design of websites, compliance with "the guidelines"; furthermore, calls on the Member States and the Commission to strongly recommend the application of "the guidelines" to projects, activities and organisations that receive public funding and which do not involve the design of web sites;

(d) if the Community design is in conflict with a prior design which has been made available to the public after the date of filing of the application or, if a priority is claimed, the date of priority of the Community design, and which is protected from a date prior to the said date by a registered Community design or an application for such a design, or by a registered design right of a Member State, or by an application for such a right.

2. Any recording of an international registration designating the Community in the International Register shall have the same effect as if it had been made in the register of Community designs of the Office, and any publication of an international registration designating the Community in the Bulletin of the International Bureau shall have the same effect as if it had been published in the Community Designs Bulletin.

6. Where the applicant for or holder of a registered Community design has his rights re-established, he may not invoke his rights vis-à-vis a third party who, in good faith, in the course of the period between the loss of rights in the application for or registration of the registered Community design and publication of the mention of re-establishment of those rights, has put on the market products in which a design included within the scope of protection of the registered Community design is incorporated or to which it is applied.
6. This proposal offers a new way of viewing public and private life; it is designed to combat the public’s suspicion of politicians and of their behaviour, an alternative designed to overcome distrust about the way in which democratic structures function and about their transparency. Furthermore, this is a process designed to minimise the disaffection felt by sections of the public towards the traditional political parties and their approach to politics.
