F. whereas the International Trade Union Confederation (ITUC) lodged a complaint with the Qatari Ministry of Labour against a number of Qatari companies in March 2013; whereas the Labour Relations Department of the Qatari Ministry of Labour received 6 000 worker complaints in 2012; whereas the ITUC and Building and Wood Workers’ International (BWI) have denounced this situation and jointly filed complaints with the ILO about working conditions and freedom of association in Qatar;
F. overwegende dat de ITUC in maart 2013 bij het ministerie van Arbeid een klacht heeft ingediend tegen bepaalde Qatarese bedrijven; overwegende dat het departement arbeidsbetrekkingen van het Qatarese ministerie van Arbeid in 2012 6 000 klachten van werknemers heeft ontvangen; overwegende dat de ITUC en de Internationale Vereniging van werknemers in de bouw- en de houtsector deze situatie aan de kaak hebben gesteld en samen klachten hebben ingediend bij de IAO over de arbeidsomstandigheden en de vrijheid van vereniging in Qatar;

– having regard to the decisions of the Qatari Minister of Civil Service and Housing on the application of Labour Law No 14/2004 on regulating the conditions and procedures for issuing licences to Qatari nationals wanting to employ foreign workers, of 22 August 2005, and on Qatar’s Sponsorship Law No 4, of 2009,
– gezien de besluiten van de Qatarese minister van ambtenarenzaken en huisvesting over de toepassing van arbeidswet nr. 14/2004 tot regeling van de voorwaarden en procedures voor de afgifte van vergunningen aan Qatarese staatsburgers die buitenlandse werknemers in dienst willen nemen van 22 augustus 2005 en de Qatarese wet op sponsoring nr. 4 van 2009,

5. Calls on the Qatari authorities to effectively implement existing legislation in this field, including by enforcing the ban on confiscating passports, by prosecuting violations and by imposing meaningful sanctions on companies and individuals who violate laws designed to protect migrants’ rights; welcomes the Qatari authorities’ commitment to adopt legislation on domestic workers that includes meaningful protection of labour rights and effective compliance mechanisms; calls, in this connection, for the speedy adoption of the draft law on domestic workers that is currently being debated by the Supreme Council of Family Affairs; notes that the majority of domestic workers are women;
5. verzoekt de Qatarese autoriteiten de bestaande wetgeving op dit gebied effectief ten uitvoer te leggen, met name door het verbod op de inbeslagname van paspoorten te handhaven, voor overtredingen vervolgingen in te stellen en zinvolle sancties op te leggen aan bedrijven en individuen die wetten schenden die bedoeld zijn om de rechten van migranten te beschermen; is tevreden met het engagement van de Qatarese autoriteiten om wetgeving over huishoudelijk personeel vast te stellen met een zinvolle bescherming van de arbeidsrechten en effectieve nalevingsmechanismen; vraagt in verband hiermee om de snelle goedkeuring van de ontwerpwet op huishoudelijk personeel, die momenteel wordt besproken door de Hoge Raad voor familiezaken; merkt op dat de meerderheid van het huishoudelijk personeel vrouwen zijn;
