Meeting these two challenges requires the same policies, i.e.: - making the Community more competitive and dynamic; - implementing policies aimed at improving the functioning of the labour market; - creating the conditions for an increase in the productive capacity of the economy; and - maintaining a stable macroeconomic framework, in particular through the reabsorption of the high budget deficits inherited from the recession and the insufficient adjustment of structural deficits of the second half of the 1980s.
Voor een antwoord op deze dubbele uitdaging is één en hetzelfde beleid nodig : - dat de Gemeenschap concurrerender en dynamischer maakt; - waarin maatregelen ten uitvoer worden gelegd om de werking van arbeidsmarkt te verbeteren; - dat de voorwaarden schept voor verhoging van de produktiecapaciteit van de economie; en - waarin een stabiel macro-economisch klimaat gehandhaafd wordt, met name door het terugdringen van de hoge begrotingstekorten die een erfenis zijn van de recessie en van onvoldoende aanpassing van de structurele tekorten in de tweede helft van de jaren tachtig.
