3. Welcomes the signing of the readmission agreement between the EU and Turkey and the initiation of the visa liberalisation dialogue on 16 December 2013; stresses the importance of achieving a common understanding between Turkey and the EU on the relevance for both parties of the readmission agreement and the roadmap leading to visa liberalisation; calls, in this connection, for the EU to provide full technical and financial support to Turkey for the implementation of the readmission agreement, and on Turkey to put in place adequate policies aimed at providing effective international protection to asylum-seekers and securing respect for the human rights of migrants; takes the view that the establishment of the General Directorate of Migration Management and the implementation of the Law on Foreigners and International Protection are a first positive step in that direction; recalls that Turkey is one of the key transit countries for irregular migration to the EU and stresses the importance of swift ratification of the readmission agreement and its effective implementation vis-à-vis all the Member States; calls on Turkey to implement the existing bilateral readmission agreements fully and effectively; stresses the clear benefits of facilitating access to the EU for business people, academics, students and representatives of civil society and calls on Turkey and the Commission to move forward in dialogue with a view to making substantial progress on visa liberalisation;

– (PL) Ladies and gentlemen, as part of the debate on the Agreement between the EC and Pakistan on readmission - Community readmission agreements with third countries, I would like to draw attention to questions related to work on the subject of an agreement between the European Union and Georgia on the readmission of persons residing illegally.

The Parties agree that, with regard to readmission applications submitted by Member States whose maximum detention period in their national legislation is lower than, or equal to, 30 days, the time limit of 30 calendar days mentioned in Article 8(2) includes, in case of a positive reply to the readmission application, the issuing of the travel document required for his or her readmission in respect of Article 2(2) and Article 3(4) of the Agreement.

Commends the conclusion of the visa facilitation and readmission agreements with Ukraine, as well as the initiation of such a process with Moldova, and urges that similar agreements be negotiated with the South Caucasus countries; is convinced that the prospect of a visa-free regime should be envisaged in the long term, with the steps necessary to achieve it being laid down; stresses that in the case of Georgia the progress of reforms and the unintended negative impact of the visa facilitation agreement between the EU and Russia on the settlement of conflicts in the breakaway Georgian regions of South Ossetia and Abkhazia necessitate a speedy conclusion of the visa facilitation agreement between Georgia and the EU; urges that efficient monitoring mechanisms be put in place, in particular with regard to respect for the fundamental human rights of persons subject to readmission agreements; stresses the importance of having adequate guarantees of access to a fair asylum procedure for those in need of international protection, in particular when applying 'accelerated readmission procedures' to persons intercepted in border regions, as provided for in the readmission agreement with Ukraine and the proposal for a readmission agreement with Moldova;

For 3 years following the entry into force of the agreement, the readmission obligation will be applicable only to stateless persons and nationals from non-EU countries with which Russia has concluded bilateral arrangements on readmission.
Tijdens de drie jaar na de inwerkingtreding van de overeenkomst geldt de overnameverplichting alleen voor staatloze personen en onderdanen van derde landen waarmee Rusland een bilaterale overnameovereenkomst heeft gesloten.

3. After Georgia has given a positive reply to the readmission application, it shall immediately and no later than within 3 working days, issue a travel document for expulsion purposes to the person whose readmission has been accepted.
