The quality reports on structural statistics on labour costs and earnings respectively shall contain information on differences between national and European concepts, especially on the definition of statistical units, populations, reference times, classifications and definitions of variables, and their effects on the estimates.

The actual reporting population shall consist of the euro area resident MFIs from the reference reporting population that are identified by the Governing Council as reporting agents pursuant to paragraph 2 or 3, as applicable, or MFIs identified as reporting agents pursuant to paragraph 4 on the basis of the criteria stated therein, and that are notified of their reporting obligations pursuant to paragraph 5 (hereinafter ‘reporting agents’).

On the basis of the results of the audits of operations for the purpose of the audit opinion and control report referred to in Article 127(5)(a) of Regulation (EU) No 1303/2013, the audit authority shall calculate a total error rate, which shall be the sum of the projected random errors and, if applicable, systemic errors and uncorrected anomalous errors, divided by the population.

In defining and imposing its statistical reporting requirements, the ECB shall specify the actual reporting population within the limits of the reference reporting population as defined in Article 2.

3. The report shall also include a review of the provisions of this Directive in the light of its findings and it shall be accompanied, if appropriate, by proposals to amend this Directive, paying special attention to the effects of ozone on the environment and on human health, with particular reference to sensitive population groups.

Het verslag bevat tevens een toetsing van de bepalingen van deze richtlijn in het licht van de bevindingen en gaat zo nodig vergezeld van voorstellen tot wijziging van deze richtlijn, waarbij in het bijzonder wordt gelet op de uitwerking van ozon op het milieu en de gezondheid, vooral voor gevoelige bevolkingsgroepen.
