This is the main message that the High Level Group of Simplification seeks to feed into the discussion on the future of the EU finances which the Commission launched on 28 June with its dedicated reflection paper, the final paper in the series of five reflection documents released following the publication on 1 March of the Commission's White Paper on the Future of Europe.

The European Commission launched the High Level Group in 2015 to identify opportunities to strip cohesion policy rules of unnecessary complexity, in view of both the mid-term review of the 2014-2020 Multiannual Financial Framework (MFF), to which the Group has significantly contributed, and the reflection on the post 2020 budgetary framework.

The proposals of the working group on enhanced cooperation between the EIB Group and NPBs, which was set up at the request of the September 2014 EU Economic and Financial Affairs Council (Ecofin), reflect these preferences.

The aims are to exploit synergies between national and Union initiatives by setting up partnerships between relevant policy makers, funding bodies or advisory groups (e.g. ESFRI, e-Infrastructure Reflection Group (e-IRG), EIROforum organisations, and national public authorities), to develop complementarities and cooperation between research infrastructures and activities implementing other Union policies (such as regional, cohesion, industrial, health, environment, employment, or development policy), and to ensure coordination between different Union funding sources.

Considers that the Joint Working Group should reflect the democratic balance within Parliament; believes that the working group should consider, inter alia, further alternatives relating to the opening hours of the Members’ Register and measures to encourage the use of cheaper and greener modes of transport; furthermore, calls on the working group to report back to the Committee on Budgets and the Bureau in order to achieve medium and long-term structural and organisational savings in Parliament's budget;
