The implementation of the Council Recommendation on Establishing a Youth Guarantee lent impetus to implement a bold structural reform involving many facets of active labour market policies in the Member States.

Welcomes the decision of the EPSCO Council on 28 February 2013 to agree on a Council recommendation on implementing a Youth Guarantee, and invites the Member States to take action to implement Youth Guarantee schemes in an ambitious manner at national level; calls for the extension of the target groups to include young people under the age of 30, including graduates and those leaving training systems without qualifications; stresses that the success of this measure will be highly dependent on a wide range of policies and framework conditions, such as adequate investment in education and training, infrastructure and capacity of employment services, availability of student and graduate places, and quality apprenticeships and traineeships, as well as general policies conducive to job creation; calls for an adequate follow-up through the Member States' National Reform Programmes and in the context of the European Semester to facilitate the monitoring, evaluation and continuous improvement of national Youth Guarantee schemes; stresses that Youth Guarantee schemes should be integrated within the broader framework of national active labour market policies;

Underlines that Youth on the Move cannot alone tackle the alarming youth unemployment all over Europe; calls for all Member States to set up, as part of their National Reform Programmes, a national strategy to tackle youth unemployment and secure young people access to education and training; underlines that youth policies must be seen in connection with policies on education, employment and social inclusion; strongly supports the proposal for a Council Recommendation on a European Youth Guarantee and urges the Council to adopt it as soon as possible;

The Council is committed to a new partnership involving more effective support to those countries in the Southern Neighbourhood which are pursuing political and economic reforms while drawing, where appropriate, on European experience of transition, including support to civil society, youth and enhanced economic cooperation.

Asks for more attention to be focused on the Commission's White Paper of 21 November 2001 on Youth (COM(2001)0681) and on the European Council's European Youth Pact adopted on 22 and 23 March 2005 as one of the instruments contributing to the Lisbon Strategy goals; is of the opinion that the Commission should consider and incorporate the impact on youth and the results of the structures dialogue with youth organisations when preparing legislative proposals and that Member States should focus on youth when implementing the Lisbon National Reform Programmes and take youth into account in the relevant policy fields; considers that an increase in student mobility and the quality of the different educational systems should be a priority in the context of redefining the major goals of the Bologna Process beyond 2010 and action must be taken across different policy areas; points out that various aspects of mobility go beyond the scope of higher education and concern the scope of social affairs, finance, and immigration and visa policies to develop a real European Area for Higher Education;

Following a reference to the progress made in implementing the European Pact for Youth in 2007 and to the analysis of the National Reform Programmes for 2007, and drawing on the Commission's strategic report on the renewed Lisbon strategy for growth and jobs: launching the new cycle (2008-2010) - keeping up the pace of change (16714/07), the Council announced the following priorities for further implementation of the Pact:

as outlined in the Commission's 2006 Annual Progress Report, the response to the Youth Pact in most Member States has been encouraging, but that urgent action is still required to facilitate the entry of young people into the labour market in line with the Pact; the adoption of the European Pact for Youth has strengthened the involvement of ministries responsible for youth in the Lisbon process, leading to better internal coordination and reinforced mainstreaming of the youth dimension when developing policies on employment, social inclusion, education, training and mobility, in line with the mandate from the European Council; while many Member States refer explicitly to the Pact in their national reform programmes and others include measures that are consistent with it, better implementation of the objectives of the Pact and improved visibility of the Pact in the national reform programmes and in the Commission's Annual Progress Report would lead to more coherence, greater effectiveness and clearer monitoring of measures for young people, and would help to develop knowledge and expertise on the different areas of the Pact and the links between them; while progress has been made, the European Commission and the Member States need to reinforce measures to implement the Pact by:
