We must not forget that Europe is made up of a large number of regions which have great similarities but which also have many special characteristics of their own, and we must take these into account from the point of view of cohesion: the urban environment and the rural environment, where agriculture is the main activity, the outermost regions, islands and regions suffering depopulation. In short, the cohesion policy must be aimed at eliminating the specific difficulties faced by each of them, thereby guaranteeing equal opportunities.

The 10 anniversary Summit of the Barcelona Process celebrated in November 2005 agreed on a Five Year Plan of targetted cooperation with the partner countries. One of the targets agreed is the "de-pollution of the Mediterranean by 2020". The Commission is currently preparing a proposal for a timetable of actions towards achieving this target. The resulting "Horizon 2020" initiative is expected to promote financing of environment infrastructure in the region. It may also seek to enhance the capacities of the partner countries’ environment administrations as well as to promote environment research, in so far as these issues are not already dealt with within the implementation of the ENP Action Plans. Horizon 2020 will seek to bring together all important environment actors in the Mediterranean, such as the Mediterranean Action Plan, toward a common goal. The Council and the Parliament will be informed on this programme of work through a Communication in 2006.

The communication from the European Commission ‘Towards a strategy to protect and conserve the marine environment’ describes the current state of the marine environment and the pressures and threats at play, mainly due to human activities: fishing, industrial activities, transport, agriculture, the exploitation of gas and oilfields, the accidental introduction of non-indigenous species, the repercussions of climate change, etc. It also reviews all the existing European, national, regional and international legislative and regulatory provisions linked to protection of the marine environment, recognizing their generally disparate and sector-specific nature and acknowledging that there is no integrated policy on protection of the marine environment at the European Union level.
De mededeling van de Europese Commissie getiteld " Naar een strategie voor de bescherming en instandhouding van het mariene milieu" is een beschrijving van de huidige stand van zaken van het mariene milieu en van de bedreiging en de druk waaraan dit blootstaat, en die hoofdzakelijk te wijten zijn aan activiteiten van de mens zoals visserij, industriële bedrijvigheid, vervoer, landbouw, de exploitatie van gas- en olievelden, de ongewilde introductie van niet-inheemse soorten, de gevolgen van de klimaatverandering, enz.
