The CoR also intends to continue its annual assessment of the situation of regionalisation and decentralisation in the European Union so as to provide a measure of progress observed towards local and regional authorities' political, judicial and fiscal autonomy.

Ministers welcomed the progress on education issues which has been made in talks between the Belgrade authorities and the Albanian community in Kosovo, as a first step in the direction of a comprehensive dialogue on the status of the region, urging early implementation of the measures agreed upon and recalling the EU position that a large degree of autonomy must be granted to the region within the Federal Republic of Yugoslavia.
