The EU, France, Spain, the Netherlands, the United Kingdom and Germany all provide regional food and nutrition security related assistance in West Africa within the context of the ECOWAS Agricultural Policy, known as ECOWAP (see Textbox 2).

Such exchanges should not of course seek to duplicate work being done in other multilateral or regional fora, such as the United Nations, the Organisation for Security and Co-operation in Europe (OSCE) or the ASEAN Regional Forum (ARF).

having regard to the UN Secretary-General’s reports of 9 March 2016 on the United Nations Organisation Stabilisation Mission in the DRC and on the implementation of the Peace, Security and Cooperation Framework for the DRC and the Region,

1. Calls on the EU and its Member States to address the root causes of the rapidly deteriorating situation across the MENA region through a holistic and ambitious approach; supports the international campaign against ISIL/Da’esh and welcomes the commitment of the coalition partners to working together under a common strategy; welcomes, in particular, the action taken by the EU Member States participating in the international coalition against ISIS, whether in the form of military strikes or through logistical, financial and humanitarian participation; calls, however, for increased mobilisation in all spheres and emphasises the need for better-articulated actions; notes that these actions could usefully be coordinated under the auspices of the EU, if necessary as part of a Common Security and Defence (CSDP) operation, and to this end calls on the EU to develop sufficient operational capacity and to put in place a true common European defence; stresses, however, that a tailored response must be found, based on political and cross-regional differences, to the issue of combating ISIL/Da’esh, the al-Nusra Front and other terrorist groups; calls on the EU to take on the role of main facilitator of a regional dialogue involving all regional stakeholders, in particular the LAS, Saudi Arabia, Egypt, Turkey and Iran; recalls the importance of addressing the legitimate demands of local populations, notably as expressed during the Arab uprisings of 2011, with a view to ensuring the long-term stability of the region; notes the recent announcement by the LAS of the formation of a standing rapid-response unit, with a particular emphasis on fighting ISIS and other emerging terrorist groups;
1. roept de EU en haar lidstaten op de diepere oorzaken van de snel verslechterende situatie in de MONA-regio aan te pakken middels een holistische en ambitieuze benadering; steunt de internationale campagne tegen ISIS/Da'esh en is ingenomen met de vastbeslotenheid van de coalitiepartners om in het kader van een gemeenschappelijke strategie samen te werken; is vooral ingenomen met het optreden van de EU–lidstaten die aan de internationale coalitie tegen ISIS deelnemen hetzij in de vorm van directe aanvallen hetzij met logistieke, financiële en humanitaire acties; dringt echter aan op een verhoogde mobilisatie op alle gebieden en onderstreept de noodzaak van beter op elkaar afgestemde acties; wijst erop dat het dienstig zou zijn deze acties onder de auspiciën van de EU te coördineren, zo nodig in het kader van een operatie van het gemeenschappelijk veiligheids- en defensiebeleid (GVDB), en verzoekt de EU met het oog hierop toereikende operationele capaciteiten te ontwikkelen en een daadwerkelijk gemeenschappelijke Europese defensie in het leven te roepen; onderstreept echter dat voor de strijd tegen ISIS/Da'esh, het al-Nusra-front en andere terroristische groeperingen een reactie moet worden gevonden die inspeelt op de politieke en regionale verschillen; verzoekt de Unie op te treden als belangrijkste facilitator van een regionale dialoog en alle betrokken regionale partijen daarin te betrekken, met name de LAS, Saoedi-Arabië, Egypte, Turkije en Iran; wijst erop dat het belangrijk is in te gaan op de gerechtvaardigde eisen van de lokale bevolking, met name de eisen die tijdens de Arabische lente van 2011 zijn geuit, teneinde te zorgen voor de stabiliteit van de regio op de lange termijn; wijst op de recente aankondiging van de LAS dat een permanente eenheid voor snelle reacties zal worden gevormd, met speciale nadruk op de bestrijding van ISIS en andere opkomende terroristische groeperingen;

27. Stresses the critical importance of coordinating with NATO, in particular with the Black Sea littoral states that are members of the Alliance, and with the United States, as the Black Sea Basin is a key component of Euro-Atlantic security; stresses that modernising and enhancing the military capabilities of those Black Sea littoral states that are members of EU and NATO is of key importance to ensuring security and stability in the region; welcomes the commitment of NATO to support regional efforts of Black Sea littoral states aimed at ensuring security and stability; underlines the necessity of EU and NATO support for maintaining the Black Sea as an open economic area; calls on the OSCE to enlarge the scope of its efforts with regard to Black Sea security; calls on the EU to support a reinforced OSCE presence and new OSCE initiatives in the region aiming at easing the security situation;
27. acht het van essentieel belang dat een en ander wordt afgestemd met de NAVO, in het bijzonder met de oeverstaten die lid zijn van het bondgenootschap, alsook met de Verenigde Staten, omdat het Zwarte Zeebekken een wezenlijk element van de Euro-Atlantische veiligheid vormt; beklemtoont dat modernisering en versterking van de militaire capaciteit van de oeverstaten die lid van de EU en de NAVO zijn van eminent belang is om de veiligheid en stabiliteit in de regio te waarborgen; is ingenomen met het feit dat de NAVO steun wil verlenen aan de regionale inspanningen van de oeverstaten om veiligheid en stabiliteit te handhaven; onderstreept dat steun van de EU en de NAVO noodzakelijk is om het Zwarte Zeegebied als een open economische regio te handhaven; verzoekt de OSVE het bereik van haar activiteiten met betrekking tot de veiligheid in het Zwarte Zeegebied te verruimen; vraagt de EU om een versterking van de aanwezigheid en nieuwe initiatieven van de OVSE in de regio te steunen teneinde de veiligheidssituatie te verbeteren;

In its Resolution 2071 (2012) on the situation in Mali, adopted on 12 October 2012, the United Nations Security Council, while expressing its grave concern about the consequences of instability in the north of Mali on the region and beyond, and stressing the need to respond swiftly in order to preserve stability across the Sahel region, invited international partners, including the Union, to provide assistance, expertise, training and capacity-building support to the Malian army and security forces.
In zijn op 12 oktober 2012 aangenomen Resolutie 2071 (2012) over de situatie in Mali verzoekt de Veiligheidsraad van de Verenigde Naties, onder uiting van zijn grote bezorgdheid over de gevolgen van de instabiliteit in het noorden van Mali voor de regio en daarbuiten, en erop wijzend dat een snelle respons nu hoognodig is om in de gehele Sahelregio de stabiliteit te bewaren, de internationale partners, waaronder de Unie, het leger en de veiligheidstroepen van Mali met ondersteuning, deskundigheid, opleiding en hulp bij het opbouwen van capaciteit terzijde te staan.

– having regard to the strategic document ‘Preparation for a food and nutrition crisis in the Sahel and neighbouring countries’, prepared jointly and updated in February 2012 by Action Against Hunger, the Food and Agriculture Organisation of the United Nations (FAO), the United Nations Office for Coordination of Humanitarian Affairs (OCHA), the United Nations Children's Fund (Unicef) and the World Food Programme (WFP), and launched as a strategy to better respond to the risk of a new food and nutritional crisis in the Sahel in 2012 on behalf of the IASC Regional Food Security and Nutrition Working Group,

In its Resolution 1872 (2009) on the situation in Somalia, adopted on 26 May 2009, the United Nations Security Council (UNSC) stressed the importance of the re-establishment, training, equipping and retention of Somali security forces, and urged Member States and regional and international organisations to offer technical assistance for the training and equipping of the Somali security forces.
In zijn op 26 mei 2009 aangenomen Resolutie 1872 (2009) over de situatie in Somalië wees de Veiligheidsraad van de Verenigde Naties (VNVR) op het belang van de heroprichting, opleiding, uitrusting en instandhouding van Somalische veiligheidstroepen, en drong hij er bij de lidstaten en de regionale en internationale organisaties op aan technische bijstand te bieden voor de opleiding en uitrusting van de Somalische veiligheidstroepen.
