1. Calls on the EU and its Member States to address the root causes of the rapidly deteriorating situation across the MENA region through a holistic and ambitious approach; supports the international campaign against ISIL/Da’esh and welcomes the commitment of the coalition partners to working together under a common strategy; welcomes, in particular, the action taken by the EU Member States participating in the international coalition against ISIS, whether in the form of military strikes or through logistical, financial and humanitarian participation; calls, however, for increased mobilisation in all spheres and emphasises the need for better-articulated actions; notes that these actions could usefully be coordinated under the auspices of the EU, if necessary as part of a Common Security and Defence (CSDP) operation, and to this end calls on the EU to develop sufficient operational capacity and to put in place a true common European defence; stresses, however, that a tailored response must be found, based on political and cross-regional differences, to the issue of combating ISIL/Da’esh, the al-Nusra Front and other terrorist groups; calls on the EU to take on the role of main facilitator of a regional dialogue involving all regional stakeholders, in particular the LAS, Saudi Arabia, Egypt, Turkey and Iran; recalls the importance of addressing the legitimate demands of local populations, notably as expressed during the Arab uprisings of 2011, with a view to ensuring the long-term stability of the region; notes the recent announcement by the LAS of the formation of a standing rapid-response unit, with a particular emphasis on fighting ISIS and other emerging terrorist groups;

Council Decision 2013/320/CFSP (1) provided that the Union is to pursue the promotion of peace and security in Libya and the broader region by supporting measures aimed at ensuring sound physical security and stockpile management of the Libyan weapons arsenals by the Libyan state institutions in order to reduce the risks posed to peace and security by the illicit spread and excessive accumulation of small arms and light weapons (SALW) and their ammunition, including the fostering of effective multilateralism at the regional level.
In Besluit 2013/320/GBVB van de Raad (1) is bepaald dat de Unie ernaar dient te streven vrede en veiligheid in Libië en de omliggende regio te bevorderen door het steunen van maatregelen met het oog op een gedegen fysieke beveiliging en voorraadbeheer van de Libische wapenarsenalen door de Libische staatsinstellingen zodat vrede en veiligheid minder in het gedrang komen als gevolg van de illegale verspreiding en buitensporige accumulatie van handvuurwapens en lichte wapens (SALW) en de munitie daarvoor, welke maatregelen mede het stimuleren van effectief multilateralisme op regionaal niveau omvatten.

(f) The security service shall provide information in support of the security challenges of Europe improving crisis prevention, preparedness and response capacities, in particular for border and maritime surveillance, but also support for the Union’s external action, through detection and monitoring of trans-regional security threats, risk assessment and early warning systems, mapping and monitoring of border areas.

Stresses the close link and mirror effect between security inside and security outside the European Union; welcomes, in this regard, the actions taken by CBRN regional centres of excellence in flashpoints outside the European Union with the aim of encouraging expertise networks, improving the capacity to control exports and prevent illegal trafficking in CBRN substances, and strengthening the regulatory arsenal available to these countries and regional cooperation in this field; encourages the idea of providing training in Europe for international experts from countries at risk in respecting the necessary security and confidentiality rules;

The regional cooperation under this Regulation builds on existing regional cooperation involving natural gas undertakings, Member States and national regulatory authorities to enhance, among other objectives, the security of supply and the integration of the internal energy market, such as the three regional gas markets under the Gas Regional Initiative, the Gas Platform, the High Level Group of the Baltic Energy Market Interconnection Plan, and the Security of Supply Coordination Group of the Energy Community.

To that end they shall carry out a food-security assessment on any planned expansion of energy production from agricultural raw materials to ensure that it does not endanger food security.
De lidstaten zien erop toe dat in het kader van een evenwichtig en duurzaam beheer van de grond voorrang wordt gegeven aan nationale en regionale voedselzekerheid. Daartoe verrichten zij - met het oog op het toenemend gebruik van landbouwgrondstoffen voor productie van energie - een analyse van de voedselzekerheid, om iedere bedreiging van de voedselvoorziening uit te sluiten.

The Black Sea region is a production and transit region of strategic importance to the security of EU energy supplies. It has considerable potential in terms of diversity of energy supply and is therefore an important element of the EU’s external energy policy. Diversity of secure energy supply is in the interests of the partners in the region and the EU. Consequently, stability and security are all the more important to the EU and it would therefore like to see a resolution of the disputes in the region, which perhaps still pose the greatest obstacle to lasting peace and sustainable development.
Het Zwarte Zeegebied is een productie- en doorgangsregio die van strategisch belang is voor de energielevering aan de EU. De regio heeft een aanzienlijk potentieel in de zin van de diversiteit van de energielevering en vormt derhalve een belangrijk element van het buitenlandse energiebeleid van de EU. De diversiteit van een veilige energielevering is in het belang van zowel de partners in de regio als de EU. Dientengevolge zijn stabiliteit en veiligheid des te belangrijker voor de EU en zou de EU graag zien dat de geschillen in de regio worden opgelost, die vooralsnog wellicht nog het grootste obstakel vormen voor blijvende vrede en duurzame ontwikkeling.
