Particular attention is thereby to be paid to rural areas, areas suffering from an economic handicap or affected by industrial transition, and regions which suffer from severe and permanent natural or demographic handicaps such as the northernmost regions with very low population density and island, cross-border and mountain regions; the Committee of the Regions would also highlight the challenges listed in the Europe 2020 study for the EU's regions, including the outermost regions, as well as urban areas whose outskirts are often increasingly run down and affected by growing social and economic impoverishment; considers, furthermore, that the scope of the Europe 2020 strategy should also cover the outermost regions, in accordance with Article 349 TFEU;
Hierbij gaat de aandacht vooral uit naar plattelandsgebieden, regio's die economisch benadeeld zijn of een industriële overgang doormaken, en regio's die kampen met ernstige en permanente natuurlijke of demografische belemmeringen, zoals de meest noordelijke regio's met een zeer geringe bevolkingsdichtheid, alsmede insulaire, grensoverschrijdende en berggebieden. Welcomes, therefore, the Spring 2006 European Council decision to remedy the lack of monitoring data by instructing the Committee of the Regions to draft a study monitoring the "Growth and Jobs Strategy", which involved 104 EU regions and cities sharing their views on the implementation of the Lisbon Strategy – a study to be presented to the Spring 2008 European Council; underlines that the study shows whether the Structural Funds" earmarking provision helps channel a greater share of Structural Fund expenditure towards innovation and environmental goals; awaits the evaluation in the study of the added value of the regionalisation of the Lisbon Strategy;

in the area 'creation of 10 EU-Mercosur study centres and support for the implementation of the Plan operativo del sector educativo del Mercosur 2006-2010', the general objective is described as 'to enhance knowledge and consciousness of the regional integration process'; one of the specific objectives is 'to support the creation of ten EU-Mercosur study centres in major Mercosur universities'; in particular, the initiative to create European/Mercosur documentation centres, to establish EU and Mercosur Study Chairs, and to create Masters' degrees in EU and Mercosur Studies is aimed at the target population of the well-educated elite of the Mercosur countries, and since this is the region with the world's highest social inequality index the planned actions would widen the gap between rich and poor rather than support the poorer strata of the population;

Following the Transport Infrastructure Regional Study (TIRS) completed in June 2002, the Regional Balkans Infrastructure Study - Transport (REBIS) will, until June 2003, develop policies on a number of key issues inter alia: identification/prioritisation of projects on a core network; reform of the various transport sectors, operational tools to support decision-making by planing authorities and investors.
