Considers blue biotechnology as one of the most promising technologies of the coming decades, with many possible uses in pharmaceuticals, cosmetics, the food industry and environmental remediation; believes that research efforts in this area should be strengthened and that Member States could take advantage of the creation of Blue Investment Funds, as proposed by the Green paper and that better synergy could be achieved by better coordinating Member State research efforts in this field; emphasises that any blue technology development must be strongly regulated and properly assessed in order to avoid overexploitation and further damage to already fragile and threatened marine ecosystems;

Member States should consider how registration under EMAS in accordance with this Regulation may be taken into account in the implementation and enforcement of environmental legislation in order to avoid unnecessary duplication of effort by both organisations and competent enforcement authorities.
2. De lidstaten gaan na op welke wijze de EMAS-registratie in het kader van deze verordening kan worden gebruikt bij de toepassing en de controle op de naleving van de milieuwetgeving, zodat kan worden voorkomen dat organisaties en voor het toezicht op de naleving verantwoordelijke instanties dubbel werk verrichten.

Whereas, in the light of the undertaking by the Member States concerned not to decrease their investment efforts in the fields of environmental protection and transport infrastructure, the principle of additionality within the meaning of Article 9 of Council Regulation (EEC) No 4253/88 of 19 December 1988 laying down provisions for implementing Regulation (EEC) No 2052/88 as regards coordination of the activities of the different Structural Funds between themselves and with the operations of the European Investment Bank and the other existing financial instruments (6) will not apply to the Cohesion Fund;
Overwegende dat de betrokken Lid-Staten zich ertoe hebben verbonden hun investeringsinspanning op het gebied van de milieubescherming en de vervoersinfrastructuur niet te verminderen, zodat de additionaliteit in de zin van artikel 9 van Verordening (EEG) nr. 4253/88 van de Raad van 19 december 1988 tot vaststelling van uitvoeringsbepalingen van Verordening (EEG) nr. 2052/88 met betrekking tot de cooerdinatie van de bijstandsverlening uit de onderscheiden Structuurfondsen enerzijds en van de bijstandsverlening met die van de Europese Investeringsbank en de andere bestaande financieringsinstrumenten anderzijds (6) niet op het Cohesiefonds van toepassing is;
