In strengthening its approach to Smart Regulation, the Commission has drawn upon inputs from the European Parliament[5], the Committee of the Regions[6], a public consultation[7], the Impact Assessment Board[8], the work of the High-Level Groups of National Regulatory Experts and on Administrative Burdens, and the 2012 OECD ‘Recommendation on Regulatory Policy and Governance’[9].

Welcomes in this respect the Commission's communication, which proposes useful improvements in areas such as regulatory policy cooperation, investment facilitation, competition policy and enforcement, government procurement, aviation, maritime transport, financial markets, free movement of persons and mutual recognition of professional qualifications, as well as new technologies, intellectual property, research and development, energy, education, and customs cooperation; welcomes the suggestion concerning the creation - whilst fully respecting the different parliamentary procedures - as a further channel of communication and negotiation, of a 'high level Regulatory Cooperation Forum';

In its work, the Forum should take account of and further develop the seven key elements of enhanced upstream regulatory co-operation set out in section 3.1.1, discuss general regulatory policies, steer and provide additional momentum to existing and future regulatory dialogues, and review progress in implementing the Roadmap.
