Road projects accounted for the major part of Cohesion Fund assistance in Spain until 1997, from then on the emphasis became somewhat less marked. The importance of such investment reflects the need to complete and upgrade the extensive Spanish main road system in response to the rapid growth of road traffic. All the projects supported by the Cohesion Fund aim to meet the objectives of the TENs and of the general plan for roads in Spain. These include the completion of the most heavily used motorway corridors, the connection of outlying regions with the major centres of economic activity, a reduction in the excessively radial structure of the Spanish road network, the relief of urban congestion and the integration of the Spanish road network with that of its EU neighbours.
Tot het jaar 1997 is de bijstand van het Cohesiefonds in Spanje grotendeels gericht geweest op wegenprojecten. Sindsdien is de nadruk op wegaanleg wat minder uitgesproken. De grote omvang van de investeringen komt voort uit de noodzaak tot voltooiing en modernisering van het uitgebreide Spaanse wegenstelsel met het oog op de snelle groei van het wegverkeer. Alle door het Cohesiefonds ondersteunde projecten dienen ter realisering van de doelstellingen van de trans-Europese vervoersnetwerken en het algemene wegenplan voor Spanje. Daaronder valt ook de voltooiing van de drukste snelwegcorridors, de verbinding van afgelegen gebieden met de belangrijkste centra van economische activiteit, het terugbrengen van de buitensporig radiale structuur van het Spaanse wegennet tot normale proporties, de terugdringing van de congestie in de steden en de integratie van het Spaanse wegennet met dat van de EU-buurlanden.

− (PT) By identifying ‘the construction of relief airports in the vicinity of their congested counterparts’ as one of the solutions to situations of airport congestion, as seen in Lisbon, and by noting that ‘traditional airlines, low-cost airlines, charter companies, freight companies and business aircraft have different requirements in terms of airport services and slot allocation’, the European Parliament is promoting those options presented as being less costly and, at the same time, able to respond to the growth in air traffic, bearing in mind the particular characteristics of that growth.
