TRADUCTIONS EN CONTEXTE

Its ‘Resource-efficient Europe’ Flagship Initiative aims to support the shift towards an economy that is efficient in the way it uses all resources, absolutely decouples economic growth from resource and energy use and its environmental impacts, reduces GHG emissions, enhances competitiveness through efficiency and innovation and promotes greater energy and resource security, including through reduced overall resource use.
Het vlaggenschipinitiatief „Efficiënt gebruik van hulpbronnen” ervan is erop gericht de omslag te ondersteunen naar een economie die efficiënt is in de manier waarop deze gebruik maakt van alle hulpbronnen, de economische groei geheel loskoppelt van het hulpbronnen- en energiegebruik en de milieueffecten, de broeikasemissies terugbrengt, het concurrentievermogen verbetert door middel van efficiëntie en innovatie, en een grotere energie- en hulpbronnenvoorzieningszekerheid bevordert, inclusief door een vermindering van het totale gebruik van hulpbronnen.

The further development of the worldwide market for advanced technologies aimed at improving the efficiency of passenger cars is in line with the Commission’s Communication of 21 January 2011 entitled: ‘A resource-efficient Europe — Flagship initiative under the Europe 2020 strategy’, which supports the shift to a resource-efficient, low-carbon economy for achieving sustainable growth.
De verdere ontwikkeling van de wereldwijde markt voor geavanceerde technologieën ter verbetering van de efficiëntie van personenauto’s sluit aan bij de mededeling van de Commissie van 21 januari 2011 getiteld: „Efficiënt gebruik van hulpbronnen — Vlaggenschipinitiatief in het kader van de Europa 2020-strategie”, dat de overschakeling op een hulpbronnenefficiënte, koolstofarme economie voor het verwezenlijken van duurzame groei ondersteunt.

7. Endorses the Flagship Initiative on a Resource Efficient Europe and the Roadmap to a Resource Efficient Europe and its 2050 vision, including its milestones; calls on the Commission to put forward swiftly all legislative and other initiatives that are necessary to achieve the milestones and to ensure that all EU policies are coherently aligned to them and to the overall EU vision for creating a low-carbon economy by 2050, by, inter alia, cutting greenhouse gas emissions by 80-95 % compared to 1990 levels; recalls that decoupling economic growth from resource consumption is essential for improving Europe's competitiveness and reducing its resource dependency; recommends that the Commission should ensure that a stable legislative framework is maintained so as not to jeopardise long-term investment;
7. schaart zich achter het vlaggenschipinitiatief alsmede het stappenplan voor een hulpbronnenefficiënt Europa en de hierin vervatte 2050-visie, inclusief de mijlpalen; roept de Commissie op om spoedig alle wetgevende en andere initiatieven voor te stellen die noodzakelijk zijn om de mijlpalen te halen en om te verzekeren dat alle EU-beleid daarop coherent is afgestemd, alsook op het algemene streven van de EU om tegen 2050 een koolstofarme economie te creëren door onder meer de broeikasgasemissies te verlagen met 80-95% ten opzichte van de niveaus van 1990; herinnert eraan dat het loskoppelen van economische groei van hulpbronnenconsumptie essentieel is om de concurrentiepositie van Europa te verbeteren en haar afhankelijkheid van hulpbronnen te verminderen; beveelt aan dat de Commissie ervoor zorgt dat er een stabiel wetgevingskader in stand wordt gehouden, zodat investeringen op lange termijn geen gevaar lopen;

3. Urges the Commission and the Member States to boost research and technological innovation in order to speed up the transition to a resource-efficient economy; underlines that the ‘Innovation Union’, including Horizon 2020, the European innovation partnership on raw materials, the Eco-Innovation Action Plan and the Knowledge Innovation Centres, is one of the engines for a resource-efficient Europe; calls on the Commission to set up an easily accessible, online ‘best practice’ data bank for resource efficiency;
3. dringt er bij de Commissie en de lidstaten op aan om onderzoek en technologische innovatie op te voeren om de overgang naar een hulpbronnenefficiënte economie te versnellen; onderstreept dat de „Innovatie-Unie”, waaronder Horizon 2020, het Europese innovatiepartnerschap voor grondstoffen, het actieplan Eco-Innovatie en de Kennisinnovatiecentra, een van de motoren voor een hulpbronnenefficiënt Europa is; vraagt de Commissie een gemakkelijk toegankelijke online databank voor optimale praktijken op het gebied van hulpbronnenefficiëntie op te zetten;

– having regard to the Environment Council conclusions on the Commission's Roadmap to a Resource Efficient Europe adopted on 19 December 2011 (18786/11), the Competitiveness Council conclusions of 29 September 2011 on a competitive European economy, and the Environment Council conclusions of 20 December 2010 on ‘Sustainable materials management and sustainable production and consumption: key contribution to a resource-efficient Europe’,

29. Stresses that environmental sustainability depends on an absolute reduction in resource use; stresses the need to use the current economic crisis for a shift towards a fully renewables based, highly efficient economy; stresses that if Europe’s industry is to succeed in minimizing the use of carbon rich materials as a source of energy and reduce drastically the use of natural resources altogether, rapid and massive transformation is needed; calls in this perspective for the adoption of an ambitious resource efficiency improvement target; in this regard welcomes the flagship initiative ‘Resource efficient Europe’ and an ‘industrial policy for the globalisation era’, notes however the absence of policy instruments to deliver the needed change; calls on the Commission to bring forward its analysis of how to achieve the industrial shift towards a fully renewables based, highly efficient economy, revise its work programme and present policy proposals; deeply regrets that the European Council only adopted a position on energy efficiency without any mention of resource efficiency;
29. benadrukt het feit dat ecologische duurzaamheid afhankelijk is van een absolute vermindering van het gebruik van hulpbronnen; wijst op de noodzaak de huidige economische crisis te gebruiken om over te stappen op een volledig op hernieuwbare bronnen gebaseerde, hoogst efficiënte economie; wijst erop dat snelle en grootschalige veranderingen nodig zijn, wil de Europese industrie erin slagen het gebruik van materialen met een hoog koolstofgehalte als energiebronnen tot een minimum terug te dringen en het gebruik van grondstoffen in het algemeen drastisch te beperken; dringt in dit opzicht aan op de aanneming van een ambitieus streefdoel voor verbetering van het doelmatig gebruik van grondstoffen; spreekt in dit verband zijn waardering uit voor het toonaangevende initiatief "Europa dat efficiënt gebruikmaakt van hulpbronnen" en voor het "industriebeleid voor het globaliseringstijdperk", stelt echter vast dat beleidsinstrumenten voor de verwezenlijking van de noodzakelijke veranderingen ontbreken; verzoekt de Commissie haar analyse in te dienen van de manier waarop de omschakeling van de industrie op een volledig op duurzame hulpbronnen gebaseerde, uiterst efficiënte economie kan worden verwezenlijkt, haar werkprogramma te herzien en beleidsvoorstellen te doen; betreurt het ten zeerste dat de Europese Raad alleen een standpunt ten aanzien van energie-efficiëntie heeft goedgekeurd, zonder enige vermelding van een efficiënt gebruik van de natuurlijke hulpbronnen;
