A. whereas the Arab Spring is the greatest political transformation in the European Neighbourhood since the fall of the Berlin Wall and has offered the EU the opportunity to match its commercial and foreign policy interests with its core values of human rights, democracy and a free society; whereas, in accordance with Article 8 of the Treaty on European Union, the EU must develop a special relationship with neighbouring countries, with the aim of establishing an area of prosperity and good neighbourliness, founded on the values of the Union and characterised by close and peaceful relations based on cooperation, which is the only key to permanent stability, security and the economic development and progress of Europe;

Even though the Member States are free to make their own construction plans – even if this means constructing a wall, even if it is an unrealistic solution – we Europeans are particularly implicated, both cyclically, with what is happening on the island of Lampedusa and the decisions of the European Court of Human Rights, and structurally, with the situation of the countries in the South.
Ook al staat het de lidstaten vrij hun eigen constructies te bedenken – zelfs al zou dit een muur zijn, hoewel dit toch een onrealistische oplossing is –, ligt hier voor ons, Europeanen, een taak, zowel conjunctureel gezien, wegens de gebeurtenissen op het eiland Lampedusa en de uitspraken van het Europese Hof voor de rechten van de mens, als structureel gezien, wegens de situatie van de landen in het zuiden.
