(3) EU Citizens should be able to exercise fully the rights deriving from the citizenship of the Union and from international Conventions ratified by the European Union, such as the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD). They should be able to exercise their right to move and reside freely in the Union, their right to vote for and stand as a candidate in European Parliament and municipal elections in the country in which they reside, their right to consular protection and their right to petition the European Parliament in any of the Treaty languages. They should feel at ease about living, travelling, studying and working in another Member State, trusting that their rights are protected, no matter where in the Union they happen to be.
(3) EU-burgers moeten de uit het burgerschap van de Unie en uit door de Europese Unie geratificeerde internationale verdragen, zoals het Verdrag van de Verenigde Naties inzake de rechten van personen met een handicap (UNCRPD voortvloeiende rechten ten volle kunnen uitoefenen. Zij moeten gebruik kunnen maken van het recht zich vrij in de Unie te verplaatsen en er vrij te verblijven, het actief en passief kiesrecht bij de verkiezingen voor het Europees Parlement en bij de gemeenteraadsverkiezingen in het land waar zij verblijven, het recht op consulaire bescherming en het recht om verzoekschriften tot het Europees Parlement in een van de talen van de Verdragen te richten. Citizens should be more aware of their rights deriving from citizenship of the Union, namely their right to move and reside freely in the Union, their right to vote and stand as candidates in elections to the European Parliament and in municipal elections in their Member State of residence under the same conditions as nationals of that State, their right to petition the European Parliament in any of the Treaty languages, their right to submit citizens' initiatives and their right to lodge complaints with the European Ombudsman against institutional maladministration, and should be able to exercise those rights.

2. Notes that, although the right to petition the European Parliament is expressly provided for in the Treaties, it is not sufficiently well known or used, and therefore calls for improved, active communication to citizens – including justifications and explanations – about their right to petition in one of the official languages of the European Union; further calls on the Commission to join it in doing more to advertise the right to petition through their offices in the Member States, their decentralised information networks, the network of national Ombudsmen and all organisations working with the Commission and Parliament, in order to reach as many citizens as possible and to share best practices;

The entry into force of the Treaty of Lisbon confirmed the right to petition the European Parliament as one of the cornerstones of European citizenship and as a fundamental right under Article 227 of the new Treaty (ex Article 194 TEC), which provides that citizens or residents of the European Union, whether natural or legal persons, individually or in association with other citizens or persons, have the right to address a petition to the European Parliament on a matter which comes within the Union’s fields of activity and which affects them directly.

There is no EU nationality. Amongst their enshrined rights is the right to petition the European Parliament, which they have enjoyed under the Treaty since Maastricht.

The report focuses on the legal core of citizens' rights, namely the right to move and reside within the EU (Article 18), the right to vote and stand as a candidate in European and municipal elections in the Member State of residence (Article 19), the right to diplomatic and consular protection in third countries (Article 20), the right to petition the European Parliament (EP) and the right to apply to the Ombudsman (Article 21).

Any citizen of the Union and any natural or legal person residing or having its registered office in a Member State has the right to petition the European Parliament.
