By letters dated 26, 27 and 28 July 2011, five road haulage companies and representative associations (LKW Walter Internationale Transportorganisation AG, Youngs Transportation Logistics Ltd, Laser Transport International Limited, Carna Transport Ltd and Road Haulage association international group) communicated their comments to the Commission.

All Union road haulage companies, including temporary or permanent groupings and associations of transport operators which embark their vehicles and trailers (whether or not accompanied by drivers) on freight ships in order to use specific shipping routes identified by decree of the Minister of Infrastructure and Transport, may request grants under the scheme.

The principal aim of the Dutch government scheme is to promote the use of transport modes other than road haulage, focusing on inter-modal transport and transport chain logistics to cope with growing goods transport requirements.
Hoofddoel van de Nederlandse overheidssteun is het gebruik van andere wijzen van vervoer dan het wegvervoer aan te moedigen, waarbij de klemtoon ligt op intermodaal vervoer en op de logistiek van de transportketen, ten einde de toenemende transportbehoeften op te vangen.
