The detailed rules laid down in this Regulation replace those laid down in Commission Regulations (EEC) No 784/68 of 26 June 1968 laying down detailed rules for calculating cif prices for white sugar and raw sugar , (EEC) No 785/68 of 26 June 1968 determining the standard quality and laying down detailed rules for calculating the cif price for molasses , (EC) No 1422/95 , (EC) No 1423/95 of 23 June 1995 laying down detailed implementing rules for the import of products in the sugar sector other than molasses , (EC) No 1464/95 of 27 June 1995 on special detailed rules for the application of the system of import and export licences in the sugar sector and (EC) No 2135/95 of 7 September 1995 laying down detailed rules of application for the grant of export refunds in the sugar sector .

Member States shall undertake an analysis to determine the sensitivity of the calculation outcomes to changes in the applied parameters, covering at least the impact of different energy price developments and the discount rates for the macroeconomic and financial calculations, ideally also other parameters which are expected to have a significant impact on the outcome of the calculations such as price developments for other than energy.
