In general, the Commission s supervision of the national authorities implementation of the SASPs - through its delegations and central departments - was found to be insufficient, as the resources allocated by the Commission were inappropriate.

As a general rule, SASPs should be reformulated both to reflect the particular economic and budgetary situations of the countries and to improve the effectiveness of the programmes and the Commission s monitoring of them.
