The Council acknowledges that the draft decision annexed in document FCCC/SBI/2003/L.14 is the basis for a successful decision on the programme budget to be agreed at the nineteenth session of SBI and to be adopted by COP 9 bearing in mind that the EU contribution to the UNFCCC budget will not be affected by any shortfall in contributions from other Parties.

Whereas the basis for the definition of a single configuration of the SBI test apparatus comes from the study undertaken on behalf of the Commission by the Official Laboratories Group, which examined the ability of different SBI configurations to satisfy the requirements for reaction-to-fire testing set out in Decision 94/611/EC and which recommended the most suitable configuration;
Overwegende dat de basis voor het definiëren van één enkele configuratie voor de SBI-testuitrusting is gelegd in een studie die voor de Commissie is verricht door de groep van officiële laboratoria welke heeft onderzocht in welke mate verschillende SBI-configuraties aan de in Beschikking 94/611/EG vastgestelde eisen inzake het testen van de brandprestaties kunnen voldoen en die de meest geschikte configuratie heeft aanbevolen;
