The tenth Conference of the Parties (CoP10) to the Convention on Biological Diversity (CBD), held in Nagoya in 2010, led to the adoption of a global Strategic Plan for biodiversity 2011-2020 [7], the Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilisation (ABS Protocol) [8], and a strategy to mobilise resources for global biodiversity.

Through this approval, the EU has become legally bound to the protocol, a key agreement on international governance of biodiversity.

Urges the Commission to follow through with the legislative proposals on biodiversity, namely the ratification on the Decision/Protocol on "Access to genetic resources and the fair and equitable sharing of benefits arising from their utilisation" as well as appropriate implementing initiatives, and legislative proposals aimed at integrating biodiversity protection requirements into other sectoral policies, eg. through phasing out of environmentally harmful subsidies and tackling the adverse effects to biodiversity of other EU policies;

(j) promoting a better policy coherence by linking the work done within the framework of the different conventions, including the assessment of interlinkages between biodiversity and climate change, and the integration of biodiversity considerations into the implementation of the United Nations Framework Convention on Climate Change and the Kyoto Protocol.

Moves to link the biodiversity conventions with the Convention on Climate Change, as climate change inevitably has consequences for biodiversity, are still at the early planning stage. By comparison with the Climate Convention, also signed at Rio, and the Kyoto Protocol, which was finally agreed through the Marrakech resolution in November 2001, no initial commitments were forthcoming as regards the preservation of biological diversity.
Zo heeft de Europese Unie wel 57 internationale akkoorden over het milieu, zoals CITES, OSPAR, het protocol van Cartagena, het Verdrag van Barcelona en natuurlijk het Verdrag inzake de biodiversiteit tijdens de top over de aarde in 1992 in Rio getekend. Dit aantal is niet per se synoniem met doeltreffendheid. De waaier van verdragen brengt allerlei verschillende comités voort die maar al te vaak geen contact met elkaar onderhouden. De koppeling van de verdragen over de biodiversiteit aan de verdragen over klimatologische veranderingen is nog niet verder gekomen dan het projectstadium. In vergelijking met het eveneens in Rio gesloten klimaatverdrag en het protocol van Kyoto dat definitief in een besluit is omgezet in de resolutie van Marrakech in november 2001 heeft het behoud van de biodiversiteit niet zoveel oorspronkelijke toezeggingen weten te mobiliseren.
