The assessment covers the transposition and implementation of two Directives: Council Directive 92/57/EEC of 24 June 1992 on the implementation of minimum safety and health requirements at temporary or mobile construction sites[3] and Council Directive 92/58/EEC of 24 June 1992 on the minimum requirements for the provision of safety and/or health signs at work[4], in the EU-15 countries only.

This recommendation builds upon, and complements, work on patient safety carried out by the World Health Organisation (WHO) through its World Alliance for Patient Safety, the Council of Europe and the Organisation for Economic Cooperation and Development (OECD).

2. Member States shall take all appropriate measures and determine the procedures to ensure that safety components and subsystems referred to in Annex I incorporated in installations constructed in their territory are installed and put into service only if they permit the construction of installations which are not liable to endanger the safety and health of persons or, where applicable, the safety of property, when properly installed and maintained and used in accordance with their intended purpose.
2. Although health issues have featured in the Treaties since the beginnings of the construction of Europe, it is only since the ratification of the Treaty of Maastricht that the Community has been able to implement a genuine public health strategy: five specific action programmes (cancer, AIDS, drug dependence, health promotion and health monitoring) have been adopted and three others proposed (rare diseases, injuries, pollution-related diseases) alongside other initiatives (reports on the state of health in the European Community, recommendations on the safety of blood products, etc.).

As part of the Council's work, this coordination has led to the adoption, in the context of International Labour Conferences, of an agreement and a recommendation on the safety and health of workers in mining and in agriculture, a protocol and a recommendation on the recording and declaration of industrial accidents and occupational diseases, including the revision of the schedule of occupational diseases, and the adoption of a resolution on safety and health at work.
In het kader van het werk van de Raad heeft deze coördinatie de vaststelling mogelijk gemaakt, in het kader van de Internationale Arbeidsconferenties, van een conventie en aanbeveling over "de veiligheid en gezondheid van werknemers in mijnen en in de landbouw", van een protocol en aanbeveling over "registratie en aangifte van arbeidsongevallen en beroepsziekten met inbegrip van de actualisering van de lijst van beroepsziekten" en ten slotte van een "resolutie betreffende de veiligheid en gezondheid op het werk".
