The Commission, in order to promote a more gender balanced approach in the field of research policy, committed itself in the implementation of the Fifth Framework Programme for Research and Technological Development in 1999, to appoint women to make up 40% of the members of consultative assemblies, expert advisory groups and assessment and monitoring panels in the field of research [12], an initiative welcomed by the Council, which adopted a resolution of its own in May 1999 on "Women in Science", confirming its own commitment to promoting equality in this area.
Ter bevordering van een aanpak voor meer evenwicht tussen vrouwen en mannen op het gebied van het onderzoeksbeleid, heeft de Commissie zichzelf bij de tenuitvoerlegging van het Vijfde kaderprogramma voor onderzoek en technologische ontwikkeling in 1999 verplicht tot de benoeming van vrouwen, zodat deze 40% zullen uitmaken van de leden van raadgevende vergaderingen, raadgevende groepen van deskundigen, en beoordelings- en controlecommissies op onderzoeksgebied [12]. Dit initiatief werd toegejuicht door de Raad, die in mei 1999 een eigen resolutie heeft aangenomen betreffende "Vrouwen in de wetenschap", waarmee de eigen verplichtingen ter bevordering van de gelijkheid op dit gebied werden bevestigd.
