These three objectives have been widely agreed as having a real European added value by cultural stakeholders (see the EP resolutions of 22 October 2002 and of 4 October 2003 respectively on the importance and dynamism of theatre and the performing arts in an enlarged Europe and on cultural industries, as well as the Council Resolution of 19 December 2002 on European added value and mobility of persons and circulation of works in the cultural sector, the conclusions of the Forum on cultural cooperation of November 2001 and the results of the public consultation on a new programme).

Increasing domestic investments provide a major opportunity for increased productivity, added value and output from a wide range of EU manufacturing industries (e.g. automotive, power generation, industrial and grid equipment, energy–efficient building materials and the construction sector), which are key industries for the creation of future growth and jobs.
Een toename van de binnenlandse investeringen creëert belangrijke perspectieven voor een hogere productiviteit, toegevoegde waarde en producten van talrijke productiesectoren in de EU (bv. auto-industrie, elektriciteitssector, industriële en netwerkapparatuur, energie-efficiënte bouwmaterialen en de bouwsector) die essentieel zijn voor de toekomstige groei en werkgelegenheid.

The Commission will encourage European social partners to develop further joint initiatives in the context of the European social dialogue, at both cross-industry and sectoral levels, and to take into account the EREP recommendations in order to further ensure close workers’ involvement in matters related to environmental management, energy and resource use and emerging risks at the work place, enhance workers’ rights to information and consultation, and develop sector-wide resource efficiency roadmaps.
De Commissie zal de Europese sociale partners ertoe aanmoedigen om in het kader van de Europese sociale dialoog nieuwe gezamenlijke initiatieven op te zetten, zowel sectoroverschrijdend als sectoraal, en rekening te houden met de EREP-aanbevelingen teneinde ook in de toekomst te garanderen dat de werknemers nauw worden betrokken bij aangelegenheden die verband houden met milieubeheer, het gebruik van energie en hulpbronnen en nieuwe risico's op de werkplek, het recht van werknemers op informatie en raadpleging te versterken, en voor hele sectoren stappenplannen voor hulpbronnenefficiëntie op te stellen.

(4) A harmonised legal framework on copyright and related rights, through increased legal certainty and while providing for a high level of protection of intellectual property, will foster substantial investment in creativity and innovation, including network infrastructure, and lead in turn to growth and increased competitiveness of European industry, both in the area of content provision and information technology and more generally across a wide range of industrial and cultural sectors.
(4) Geharmoniseerde rechtsregels op het gebied van het auteursrecht en de naburige rechten zullen voor meer rechtszekerheid zorgen, een hoog niveau van bescherming van de intellectuele eigendom waarborgen en aldus aanzienlijke investeringen in creativiteit en innovatie, met inbegrip van de netwerkinfrastructuur, bevorderen, hetgeen weer tot groei en vergroting van het concurrentievermogen van de Europese industrie zal leiden, op het gebied van de voorziening van inhoud en de informatietechnologie en, meer in het algemeen, in een hele reeks industriële en culturele sectoren.
