recalls the EU’s strategic goals established in Lisbon and its aim of becoming a highly eco-efficient economy that respects the carrying capacity of the environment; regrets
that some negative trends in the environment, especial
ly in areas such as climate change, energy, transport and biodiversity, have not been reversed and invites the Commission to evaluate the consequences of failing to reverse these trends; recognises the need to give renewed momentum to the integration of environm
ental concerns ...[+++]into sectoral policies; emphasises the role of environmental technologies in achieving the goals set under the Lisbon Strategy whilst encouraging measures to improve investment in this area; calls upon the Commission to finalise, by the end of 2004, its review of the EU’s Sustainable Development Strategy; welcomes efforts made to ensure sustainable mobility and to enhance transport safety whilst noting with concern, however, that there are no signs of a significant decoupling of the environmental impacts of transport growth and GDP growth; encourages further limitation of motor pollutant emissions; underlines the Community’s engagement to respect and implement its international commitments on sustainable development at global level and, in particular, measures aimed at reducing greenhouse gas emissions; emphasises the economic and environmental benefits to be derived from greater energy efficiency; calls for strengthened action to preserve biological diversity.

...[+++] aan de integratie van milieuoverwegingen in de sectorale beleidsvormen; de nadruk gelegd op de rol van milieutechnologieën bij het verwezenlijken van de doelstellingen van de Lissabon-strategie, terwijl maatregelen ter verbetering van de investeringen op dit gebied worden gestimuleerd; de Commissie opgeroepen om haar evaluatie van de EU-strategie voor duurzame ontwikkeling vóór eind 2004 af te ronden; verheugd gereageerd op de inspanningen die zijn geleverd om duurzame mobiliteit te waarborgen en om de vervoersveiligheid te verhogen, maar wordt er toch bezorgd kennis van genomen dat er geen tekenen zijn van een belangrijke ontkoppeling van de door toename van het vervoer veroorzaakte milieugevolgen en de groei van het BBP; de verdere beperking van verontreinigende emissies van motoren aangemoedigd; de klemtoon gelegd op het engagement van de Gemeenschap om haar internationale verbintenissen inzake wereldwijde duurzame ontwikkeling en met name wat de maatregelen ter vermindering van de emissies van broeikasgassen betreft, na te leven en uit te voeren; benadrukt de economische en milieuvoordelen van een grotere energie-efficiëntie; opgeroepen tot krachtiger optreden om de biologische diversiteit in stand te houden.
